The homes on Stafford are close to the street (ours is 21.6') which is awkward to travel on due to the islands, parked cars, and children. On any given day, there are 10-15+ very young children crossing the street on skate boards, bicycles, or simply running to play with friends. The safe, quality of life that we currently enjoy will be totally ruined if Stafford Place is connected to W Guinness Street and Three Corners subdivision as it will become a short cut for traffic heading to and from Eagle Road, Chinden Blvd., and Locust Grove. We are in favor of the plan that was passed by the ACHD Commission on March 27, 2019. (See plan, Exhibit 1) This is an amazing opportunity for a unique gated community that has vehicle access by only Three Corners Ranch residents. This plan totally eliminates cut through vehicle traffic from Eagle Road, Chinden Blvd., and Locust Grove Road and has limited impact on the surrounding neighborhoods. It also divides the traffic in thirds and sends vehicles from 64 homes (Three Corners Ranch and the Fuller Ranchettes) down three routes — Barclay, Dunwoody, and Three Corners subdivision. Since Bristol Heights is bordered by Eagle Road and Chinden Blvd., keeping the traffic inside our subdivision to a minimum is clearly a safety issue. With this plan, Stafford Place will remain as a cul-de-sac with public pedestrian access that will connect Bristol Heights with Three Corners Ranch, as well the surrounding subdivisions in an environmentally friendly manner promoting green connectivity! The plan submitted by the Meridian Planning Staff (See plan, Exhibit 2), for lack of a better description is simply dreadful, as it will massively increase the cut through traffic and will totally destroy the integrity and livability of Stafford Place. We realize that Meridian's plan is to promote connectivity, however this plan is not just connecting nearby subdivisions, it is creating a thoroughfare that will generate an immense amount of outside traffic seeking a shortcut through Bristol Heights that will add hundreds of vehicle trips per day with travelers heading to and from Eagle Road, Chinden Blvd., and Locust Grove. It will truly be a nightmare! Page 2 Additionally, opening W Guinness Street will cause an increase in crime, as criminals will be provided with an easy exit to Locust Grove. Cul-de-sacs tend to curb criminal activity. Mass amounts of connectivity also add the opportunity to race around the subdivision for young drivers or those in a hurry, which is dangerous. Opening Stafford to cut through traffic to Chinden Blvd. or Eagle Road requires traveling on numerous streets, without stop signs, that are always busy with many children, bicyclists, and parked vehicles, as well as existing traffic. (See map, Exhibit 3) It seems totally unnecessary to open a road in a subdivision to create hundreds of additional short cut vehicle trips per day just to keep traffic from using Locust Grove, Chinden, and Eagle Road. These roads were developed to handle huge amounts of traffic. The residents in Bristol Heights are used to the roads they already travel. There is no need to invite such massive amounts of additional traffic to Stafford Place. We understand that we will be impacted by the additional traffic associated with Three Corners Ranch, but adding the thoroughfare, W Guinness Street, will bring an unnecessary traffic burden to Stafford Place and Bristol Heights. In summary, Bristol Heights is located at one of the busiest intersections in northwest Boise. Adding W Guinness Street as an east west cut through will forever change the character by adding hundreds of unnecessary vehicle trips per day that will destroy this subdivision. Currently we are inundated with change, growth, and phenomenal amounts of traffic in Boise and Meridian. Our homes are a place of fun, peace, comfort, and relaxation. With the plan approved by ACHD, there is an opportunity to consider the well-being of the current residents and limit the additional traffic into the neighborhood and maintain stability, safety, and a livable quality of life. I remember back in 1980, during one of my many conversations with H. Wayne Gibbs, Director of the Boise Community Planning & Development Department, he told me "that it's time we as public servants take into account the residents of existing neighborhoods when adding new subdivisions." I truly hope existing residents still matter when considering the Three Corners Ranch road system. Thank you for taking the time to consider our comments.
