2019-05-13 C BreckelTo Meridian Planning and Zoning Commission: 05/12/19 Re: Three Corners Ranch As a homeowner in Bristol Heights, I am concerned about the future of our neighborhood with regards to the proposed Three Corners Ranch and the connectivity through the adjoining subdivisions. More specifically the congestion that will occur at the Bennington Way and W Bristol Heights Drive exits onto Chinden and Eagle. Traffic is already congested at these two entrances/exits, adding another subdivision and not developing the six connections initially recommended, will create an undue hardship to Bristol Heights homeowners and our ability to be assured emergency vehicles will be able to navigate through congested traffic in a timely manner which can make a difference in saving a life or saving a burning home. Likewise, taking someone to a hospital will also be jeopardized as the exits will be backed up. Having several connectivity options for vehicles to come and go will help to evenly disburse traffic and help to eliminate bottlenecks. I understand Meridian Planning and Zoning Commission is in favor of the 6 stub streets and with good reason. I trust you will do the right thing here and put them in place. There a few Bristol Heights neighbors that are speaking for the "majority" of the homeowners in Bristol Heights without our permission. They do not represent the majority, nor are they being transparent in what is being said at the meetings. I ask that the city of Meridian Planning department verify all information when someone says they represent the majority of the HOA. Transparency and honesty cannot be assumed with the Three Corners Ranch developers or with the few that say they represent Bristol Heights. The plans for the connectivity have changed several times. If you receive petitions with signatures, please ensure the only signatures that you count are for the plans at the time the signatures were acquired. With the latest plans submitted on 4/17/19 — the ONLY signatures that are valid for the current proposal are those received on or after 4/17/19. People that signed earlier were NOT giving a blank slate for any future changes that the petition might make. I am in favor of ADHD creating a road near the developer's house which would be the easiest way to access Shandee Rd when it gets cut off from Chinden. I understand that the Three Corners engineers indicated that the home was designed to accommodate the extension of the stub street and they provided an exhibit showing how the road could be extended in the future. A statement was provided from the property/homeowner acknowledging that the roadway would be extended in the future and would be located near their home. Now, they are not wanting the traffic near their home — well, we don't either, but we all need to address what is for the greater need of the community. As a side note, I find it interesting that the public hearing notice board display had been removed from the possible access road near the Three Corners owner's home so it wasn't publicly listed as an option for road expansion. We have a picture showing the sign is down, but the boards are still there if you would like to see it, please let me know. In conclusion, new development should not cause undue hardship to adjoining property owners. Six stub streets were constructed to the Three Corners Ranch — any less will create adverse traffic and emergency vehicle restrictions which endanger homeowners on several levels. Now is the time to be proactive and do the right thing. I am in favor that the six stub streets be extended and connected, per the original site plan, including Sweet Valley Drive, Shandee Drive and Stafford Place as this will provide east -west connectivity and a secondary means of access and connectivity to Bristol Heights. If you want to see the congestion we already have going out on Bristol Heights onto Eagle, drive over any morning during commute hours, you will wait sometimes two traffic lights to even get out to head North. This is before we have the three corners folks on our streets. Heading onto Chinden is even worse so not allowing other exits to relieve the extra cars would be a negative for all who live here.
