More of the same today unfortunately, just passing the photos on so that you folks have them to review. Both sides of
the street, directly in front of the north parking signs and further restricting access through the choke points (this furthe r
reduces the width of the road through the areas with center median planting strips). Additional through traffic will add
further congestion for the Ambrose school and our neighborhood.

One additional item that I did not add in my previous e-mail is that we’ve seen several
neighborhood entrances with white squares painted on the road, to prevent neighborhoods
from being blocked off and allow folks to enter and exit even during peak traffic times. Is there
any way that can be added at our entrance as well? Several times in the last few weeks we’ve
been prevented from entering the neighborhood in the early evening because traffic from
Chinden backed up along the Ambrose school on Locust Grove, and folks just aren’t leaving any
way for people to enter or exit from our neighborhood, which then backs up traffic in the
opposite direction and has an effect on Chinden.

We are writing to share concerns that we have related to creating a full access road between 3
Corners and several other subdivisions, and also voice our support of the plan that ACHD has
already approved. Please consider the attached photos and the below our written testimony.
We believe that increasing traffic through our neighborhood would be especially hazardous,
given the congestion/traffic challenges already present at the intersection of E. Three Corners
Dr. and Locust Grove.
Currently, the 3 Corners neighborhood exits at Locust Grove. The exit is shared with The
Ambrose School, a K-12 school with a student population of 500+ , staff and faculty that come
and go throughout the day – with increased traffic during the start and end of the school day,
sporting events and religious activities held by the church. A large number of these students
drive themselves. The school does not currently have adequate parking or an adequate pick
up/drop off route, which causes vehicle traffic (in the form of idling and parked cars, moving
vehicles and student and parent pedestrian traffic) to dramatically increase at several points
throughout the day during the week, during special events at the school on weeknights, and on

Sundays during church services. This traffic overflows onto E. Three Corners Dr, and traffic
cones have to be placed for safety. The Ambrose School is also building a second facility on E.
Three Corners Dr., across from its primary facility, and it will be supporting an additional adult
student population, further increasing vehicle and pedestrian traffic out of our exit point onto
Locust Grove. Further, traffic attempting to reach Chinden already backs up passed our exit
point during peak traffic times, making it difficult to enter or exit our neighborhood given our
proximity to the Chinden and Locust Grove intersection. Widening Chinden simply moves the
boundaries of that intersection closer to us, and additional through traffic via Three Corners
would exacerbate this significantly.
Despite numerous reminders from school leadership and multiple requests from the 3 Corners
Home Owners Association - parents and students from the school continue to park along E.
Three Corners Dr., making exiting the school’s parking lot on the northern side (to E. Three
Corners Dr.) dangerous to nearly impossible, thanks to the low visibility caused by cars parked
improperly and overall volume of traffic during peak hours mentioned above. While we know
that our HOA has a strong partnership with the school and is actively working to resolve some
of these issues, there ultimately is nowhere for the overflow traffic to go until the school
invests in a solution, which may take years to implement, as the school gathers funds to
construct additional parking and designs a crossing guard program to ensure students crossing
E. Three Corners Dr. do so safely.
As there are no marked crosswalks or crossing signals at the intersection of Locust Grove and E.
Three Corners Dr. or at any point on E. Three Corners Dr., students often cross E. Three Corners
Dr. at random points to get to their parents parked on the north side of E. Three Corners Dr. This
only compounds the chaotic traffic situation at peak times, as students often begin crossing or
cross without checking for traffic coming in or exiting the area. We’ve already seen several
narrow misses where a vehicle driver clearly did not see or understand that a student intended
to cross – as I mentioned above, adding more cars to the mix certainly will only exacerbate an
already challenging situation.
During the school/work day, students from The Ambrose School also often cross Locust Grove
to complete activities at the church building across the street, typically not using the crosswalk
at the Locust Grove and Chinden intersection. While the children generally cross in groups and
under the supervision of an instructor, it still creates a situation that could become markedly
more dangerous should additional cars exit or enter the 3 Corners neighborhood at Locust
Grove. There is currently no sidewalk from The Ambrose School to the intersection at Locust
Grove and Chinden, so it is unlikely that students will use the marked crosswalk at the
intersection until there is. Adding additional exiting or entering traffic would only make their
crossing more dangerous, not to mention cause additional backups into the neighborhood and
in the turn lane (which is shared with the school, the church, and our neighborhood, and is
often used as a traffic lane by those intending to turn left at Chinden during peak traffic hours
when vehicles stack up at the intersection of Locust Grove and Chinden).
Additionally, there are two public school busses who’s routes require them to pick up or drop
off children on the west side of Locust Grove at the intersection of E. Three Corners Dr. Children
getting on and off the bus wishing to access the 3 Corners neighborhood (or any of the other
neighborhoods that can currently be accessed on foot from the 3 Corners neighborhood) are

required to cross Locust Grove, adding even more child foot traffic to the already congested
intersection at E. Three Corner’s Dr..
While we understand the desire of our neighboring communities to be able to use our
neighborhood as an access point to Locust Grove, adding more traffic to the intersection at
Locust Grove and E. Three Corners Dr. would most definitely create an even more dangerous
situation for the students and parents of The Ambrose School, in addition to creating delays
and congestion that the area was simply not designed to accommodate. The entry point to our
neighborhood was created to serve our small neighborhood population only, and we are
already struggling to manage the growth (and therefore traffic) created by the K-12 school we
share the entrance with, as well as general traffic congestion related to the Locust Grove and
Chinden intersection. Therefore, we respectfully and strongly request that additional drivers
not be permitted to use our neighborhood as a “pass through” to Locust Grove, and that you
approve the plan that ACHD has already approved – doing otherwise simply doesn’t make
sense.
