West of North Ten Mile Road approximately 0.47 miles south of the intersection of US-20/26
and North Ten Mile Road, south of US-20/26 milepost 36.20
Project Description Construct a subdivision consisting of 21 residential lots and 7 common lots
Applicant Brighton Investments, LLC
The Idaho Transportation Department (ITD) reviewed the referenced preliminary plat application and has the
following comments:
1. This project does not abut the State highway system.
2. This development will gain access to the State Highway system along the US-20/26 (West Chinden
Boulevard) corridor. The City is reminded that the US-20/26 (West Chinden Boulevard) corridor is
already congested. This project will increase the number of vehicle trips in this corridor. While this
individual development is not large, the accumulation of developments accessing the State Highway
system at the US-20/26 (West Chinden Boulevard) corridor is creating additional congestion. As the City
continues to add additional trips to these corridors through development, the congestion will worsen until
the roadway system is ultimately overloaded and fails.
3. The STAR project for the improvement of US-20/26 Ten Mile Road to SH-16 is projected to begin
construction next spring. The project includes improvements along US-20/26 and North Ten Mile Road.
ITD respectfully requests the City withhold all occupancy permits until improvements have been made at
the US-20/26 and Ten Mile intersection.
4. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway.

5. The Idaho Administrative Procedures Act (IDAPA) 39.03.60 governs advertising along the State highway
system. The applicant may contact Justin Pond, Right-of-Way Section Program Manager, at (208) 334-
8832 for more information.
6. ITD does not object to the proposed modifications as presented in the application provided the US-20/26
(West Chinden Boulevard) and North Ten Mile Road intersection has been improved prior to occupancy
of the subdivision.
