I met with Trilogy this morning to discuss the staff report conditions of approval. There are four that
give us some concern. Comments/revisions in red .
A.1.b. The Developer shall construct a mid-mile collector street (N. McCrosson Ave.) from W.
McMillan Rd. to the north boundary of the school property to the south (approximately 1,970’+/-)
with the first phase of development.
Consistent with the intent of the West Ada SD MOA, the Developer will complete construction of the
street at the earlier of the development of Phase 2 or substantial completion of the Owyh ee HS when
the District is seeking a certificate of occupancy. As I discussed with Shawn this morning, please
submit a letter of intent from the school district for their timeline of construction of the high school;
as long as the timeline you’re requesting is consistent with theirs, it should be fine.
A.1.c. The Developer shall construct pedestrian walkways along the entire frontage of the site
adjacent to N. McCrosson Ave. and W. McMillan Rd. with the first phase of development for safe
access to the school site to the south for children walking to school.
Consistent with the intent of the West Ada SD MOA, the Developer will complete construction of
pedestrian walkways at the earlier of the development of Phase 2 or substantial completion of the
Owyhee HS when the District is seeking a certificate of occupancy. Same as above.
A.3.g. Extend the multi-use pathway along the north side of the Five Mile Creek from N. Glassford
Way to the east boundary of the site consistent with the Pathways Master Plan.
We spent considerable time in the pre-app meetings discussing the pathway and the consensus was
to not extend the pathway east of N. Glassford Way on the north side of Five Mile Creek due to the
SH 16 right of way. For that reason, we designed the pathway to pass through the park and connect
to McMillan Rd. If the pathway were extended to McDermott Rd. (before the construction of Highway
16) the pathway would intersect with McDermott Rd. where there is not an intersection crossing. We
feel this will create an unsafe condition for pedestrians and should be avoided. Please discuss with
Kim Warren, Park’s Dept. (888-3579) as it’s a requirement of Park’s consistent with the Pathways
Master Plan.
A.3.h. Depict a 5-foot wide detached sidewalk along N. McDermott Rd. in accord with UDC 11-3A-17.
This condition must match the proposed ACHD condition for McDermott Rd. The sidewalk would be
constructed with the last phase of Gander Creek. The timing for this condition is intended to coincide
with the subdivision phase(s) adjacent to McDermott Rd.
