Broadway Ave. Ste. 102 Meridian, ID 83642 Project: Orchard Creek — Pump House File: OA+D #181101 Re: Variance Dear Kevin; OA+D is pleased to submit the attached Variance Application and supporting materials for the pump house near the entry for the Orchard Creek Residential Development at north east corner of the S. Arable Way and E. Lake Hazel Rd. intersection. A variance is necessary for this project because the setbacks changed due to S. Arable being designated a Collector Street rather than a Local Street in the Plat, and the Property Line moving from the back of curb to the back of sidewalk pushed the setback to encroach on the existing concrete pad, and irrigation equipment that we are proposing to build the "pump house' structure directly over. We are proposing to build the pump house structure to be a barn like structure that will also serve as an access point to a future community dog park. The building will be two enclosures, with a gated hallway between them that will act as a controlled access point for the dog park. There will be a covered patio area on the north side that for the dog park users. The west enclosure be —190 sq.ft. and built directly over the footprint of an existing concrete pad/pump. The building will have vertical board and batten style cementitious siding and "barn doors" to access the equipment. The east enclosure will be painted, horizontal 2x2's, making an open lattice wall system that create a —140 sq.ft. enclosure, enclosing an existing in ground irrigation box. A 5' wide walkway between the structures, will have gates on either end, to make a controlled pass through access point for the dog park. Both structures and the hallway will be covered with a standing seam, metal pitched roof, with a matching shed roof to the north over the patio. The entry sign and the dog park fencing will be by others. The council shall apply the standard listed in subsection D of this section and all the findings listed in subsection E of this section to review the variance. D. Standard: The variance shall comply with Idaho Code section 67-6516. E. Required Findings: In order to grant a variance, the council shall make the following findings: 1. The variance shall not grant a right or special privilege that is not otherwise allowed in the district; 2. The variance relieves an undue hardship because of characteristics of the site; and 3. The variance shall not be detrimental to the public health, safety, and welfare.
