Caleb Hood, Planning Division Manager Community Development Services Meridian City Hall RE: Bainbridge Southeast Preliminary Plat (AKA Bainbridge Subdivision No. 10 filial plat) Dear Mr. Hood: Bainbridge Subdivision was annexed into the City of Meridian in 2005 (PP -05-002). The "original" preliminary plat included 389 single family lots and "one [residential] parcel to be subdivided in the future. " In 2013, a revised 552 -lot Bainbridge Subdivision preliminary plat was approved by the Meridian City Council (PP -13-011), combining Bainbridge with the adjacent, undeveloped Keego Springs Subdivision (PP -05-060; 177 single fan2ily lots). In 2017, a portion of Trilogy Subdivision was acquired, "closing" a gap in the project's northwestern boundary. Ten lots were added to the overall project as Bainbridge Connection Subdivision, increasing the number of preliminary plat -approved lots in the project to 562. Lot modifications over the course of the development resulted in an increase of ten (10) single-family lots as depicted below. Bainbridge Southeast was part of the 2005 annexation, zoning, and preliminary plat. However, as detailed above, the number of lots within the project as a whole exceeds the approved total by ten. THE PRELIMINARY PLAT Bainbridge Southeast's 21 -lots will be platted as Bainbridge No. 10. Eleven of those lots were approved in previous preliminary plats. The additional ten lots are "new" and require pre -plat approval. This will be the final phase of the original subdivision approved in 2005 and modified in 2013, as noted. A street stub is provided to the 2.5 -acre parcel to the north for access when that property is developed in the future. Page 2 Qualified open space for this phase is 11.43%. That exceeds the UDC's 10% stand-alone open space requirement and is more than the amount of open space originally proposed for just that specific area (see Site Plan Comparison on the following page). The plat will be an integral part of Bainbridge, benefitting from the project's overall amenities and open space, which have been enhanced with a second community pool and playground to be constructed on Lot 8, Block 27, Bainbridge Subdivision No. 9—one row of lots and one street removed from this plat. DEVELOPMENT AGREEMENT Development agreements were executed for Keego Springs in 2006 (Instr. #106141058 recorded 08131106) and for Bainbridge in 2009 (Instr. #109061598 recorded 05128109). However, when the two individual projects were combined in 2013, there was, apparently, no combination of their DA's. To -date, 496 Bainbridge lots have been fully developed and the 55 lots in Bainbridge No. 9 have been given final plat approval. That means that 551 of the project's 572 lots will have been developed without an up- dated development agreement. Thus, with only 21 lots remaining, preparation and execution of an up -dated development agreement for the balance of the project would be an unnecessary expenditure of time and resources for both parties. Therefore, no DA modifications are proposed. IN CONCLUSION Based on the foregoing, and as supported by the accompanying applications and documentation, we request approval of the Bainbridge Southeast (Bainbridge No. 10) and, specifically, its ten (10) lot preliminary plat component. The committee concluded that these two names would exceed that limit, so using Bainbridge (whatever) is not an option. However; In the case of "Southeast", it appears that is will be adjacent to Bainbridge 8, and would be a continuation since it was as you noted, already included in the original preliminary plat. We do not require a new name be reserved for continuations of phased developments. This could be Bainbridge 9 or 10, otherwise please choose another name. In the case of "North", which is already adjacent to Bainbridge No 2 and Bainbridge Church, the area described in the attachments as "North" has already been reserved (on 10/2/2017) by Brighton & KM Engineering as "LOST RAPIDS SUBDIVISION". If you do not wish to use Lost Rapids Subdivision, please choose another name. We will then note the change, and Brighton will forfeit the Lost Rapids name.
