The parcel has 284 feet of frontage on State Highway 20/26. The parcel lies adjacent to the SpurWing Golf Course along its east boundary and is bordered on the north and west by Westwing Subdivision (zoned RUT in Ada County). An existing single-family home is located north of the subject site, and a common lot with a pond owned and maintained by the Westwing Subdivision is adjacent to the west boundary. Project Overview Located at the northwest corner of N. Ten Mile Road and W. Chinden Boulevard (SH 20/26), the applicant is requesting a comprehensive plan map amendment and annexation to the City of Meridian with a zoning of C -C to construct a convenience/produce store with gasoline service on the parcel. The proposed commercial building would maintain the agricultural style and country atmosphere that currently exists on the property. Attached are a detailed site plan, landscape plan of the proposed development and colored elevations depicting the proposed convenience/retail store consisting of approximately 12,459 square feet with associated gasoline pumping stations. Transportation The subject site currently has two approaches to W. Chinden Boulevard. Mr. Wagner cooperated with the Idaho Transportation Department (ITD) in realigning the easterly entrance when the Ten Mile Road intersection improvements and signal were installed. The Wagner Farms project is designed with a single access in alignment with the future outside westbound turn lane at the signalized intersection of N. Ten Mile Road and W. Chinden Boulevard. The adjoining property owner, Jock Hewitt, has agreed to provide an access easement so the approach to the Wagner Farm facility aligns properly with the outside turn lane at Ten Mile Road. The applicant and his representative met with ITD and Ada County Highway District on multiple occasions concerning the alignment and the design of the project. ITD has requested the preservation of an additional 30 feet of right-of-way along the parcel's frontage. In addition to total of 70 feet of right-of-way width, ITD has requested a 30 -foot -wide Wagner Farms 1 of 5 easement be established along the frontage to accommodate drainage when W. Chinden Boulevard is widened in the future. Ada County Highway District is not requiring a traffic impact study, since the approach is in alignment with the intersection and the project is estimated to generate less than 100 vehicle trips per peak hour. Infrastructure Central sewer is available from the City of Meridian via an eight -inch sewer stub installed as part of the Olivetree at SpurWing Subdivision at the subject site's east boundary. Suez Water will be providing domestic water service from an 8 -inch service located on the eastern side of the property. History of Property Wagner Farms has operated their family-owned business on the property since 1982, seasonally growing a variety of fruits and vegetables and serving as an outlet for locally grown produce, dairy, eggs and homemade items. Everything sold at the Wagners market is locally grown or made. Above: Wagner Farms plans to open a convenience store and year-round local produce outlet. When owners of Wagner Farms, Rod and Deb Wagner, were planning to sell the property and put up a "For Sale" sign, concerned customers reacted by inundating the Wagners with phone calls and Facebook messages requesting they continue with their community produce business. The community response led the Wagners to decide to stay at their current location and expand with a year-round store. Over 450 people signed up to support these applications to expand the farmers market and construct the new year-round facility. Wagner Farms has an average of 500 customers a day during the peak season. The Wagners plan to demolish the two existing homes and the produce barn to accommodate a new convenience store and produce market that will offer gasoline services and a new farmers market that will be open year-round. Over the years the Wagners have expanded the produce they offer, selling 14 types of melons, 20 types of peppers, specialty squashes, pickling cucumbers and a plethora of other produce. What started out as two acres of sweet corn has expanded to over 100 acres with a variety of different crops. At the peak of the harvest, the farm and produce market employs 25 people Wagner Farms 3 of 5 Comprehensive Plan Map Amendment The current City of Meridian Future Land Use Map depicts a pattern of mixed-use designations along the State Highway 20/26 corridor, with Mixed Use — Interchange, Mixed Use — Regional, and Mixed Use — Community designations. ITD considers State Highway 20/26 a major traffic corridor connecting Ada and Canyon County and has identified the highway for expansion to five lanes in this area and west to the City of Caldwell. Providing additional commercial property along the corridor creates opportunities for trip capture. Commuters and North Meridian residents using State Highway 20/26 as a transit route would have the ability to utilize basic services along their route without creating additional trips on the arterials. Recent approvals of the Costco applications south of the property, construction widening and signalization of the intersection make residential use of the 2.2 acres property infeasible. The request for a change to the City of Meridian Comprehensive Plan Map to Commercial for this property is consistent with the existing and future uses of the surrounding area. Low-density residential use would result in one small development next to a major highway, with noise attenuation requirements alone making residential lots impractical at this location. A commercial use would not require any noise mitigation compensation or building of walls that would be necessary if residential uses were proposed. The right-of-way easement would be 24 feet from the existing residential building. Annexation and Rezone The applicant and their representative have met with the City staff on multiple occasions concerning the uses on the subject property. After many discussions, it was determined that the C -C (Community Business District) was an appropriate zone for the intended use. The location and size of the property is conducive to a convenience and produce facility. Site Plan The site plan reflects the recommendations from ITD to preserve the 30 feet of future right-of- way and provide a 30 -foot -wide easement which includes a 10 -foot wide concrete sidewalk at the northern perimeter of the easement. The site plan incorporates an additional 8.5 feet of landscaping beyond the 30 -foot ITD easement. Since ITD will allow grass and sprinklers within the 30 -foot wide easement in the future, it if the developer's intent to install trees within the 8.5 - foot landscape area located north of the 10 -foot -wide sidewalk. Therefore, the landscape buffer adjacent to W. Chinden Boulevard will be 38.5 feet in width. A 20 -foot -wide landscape buffer is proposed along the west boundary adjoining the existing common lot and pond. It is the intent of the developer to retain as many perimeter trees as possible on the site. A 25 -foot -wide landscape buffer is proposed along the north boundary as required by the UDC. The applicant has met with the homeowner to the north, and it is his desire to have a wall installed along the shared boundary. The applicant has agreed to this request and will be coordinating with the resident on the 6- or 8 -foot height and location. A 10 - foot -wide landscape buffer is proposed along eastern boundary next to the golf course. The applicant is willing to submit alternative compliance for any reductions in the perimeter buffers. Wagner Farms 4 of 5 The proposed building is approximately 12,459 square feet in size with a country barn architectural design. The proposed colors will be earth tones to blend into the area. There are 59 standard parking spaces and 2 handicap spaces to accommodate the convenience store and produce customers. The project proposes gas pumps located on the east side of the building next to the golf course. The pumps were relocated to the east at the request of the residents of Westwing Subdivision. The pump canopy is integrated into the building, unlike other fuel facilities where the pumps are located in front of the structures. The applicant is not proposing a drive -up window or any fast food tenant. The convenience and produce store will provide local vegetables, fruits, jams, baked goods and meats. It is the desire of the applicant to create a neighborhood market that provides goods and services that are not available at other more traditional stores. The hours of operation of the convenience and produce store will be from 6 am to 11 pm. The pumps will not be operational while the facility is closed.
