However, the intersection of Linder Road and Chinden Boulevard is a major arterial intersection and large commercial development has been approved and constructed at the other three (3) corners of the intersection. Based on these items and the existing vehicle trips through the Linder Road and Chinden Boulevard intersection a more appropriate FLUM designation for the commercial property is Mixed Use Regional (MU -R). The proposed amendment is in general conformance with the goals of the City's Comprehensive Plan. Specifically, the proposed amendment supports the following: • 2.01.01C Services like grocery stores to be within walking distance of residential. • 3.01.01D Update the Comprehensive Plan as needed to accommodate growth trends. • 3.07.02D Provide housing options close to employment and shopping centers. The Mixed Use Regional designation allows personal and professional offices, residential, grocery, entertainment, restaurants, banks, drive-thru facilities, auto service stations, retail shops and regional serving uses. The residential uses should comprise a minimum of 10% of the development area at densities ranging from 6 to 40 units per acre. The proposed project is consistent with the Mixed Use Regional designation. Zoning The project proposes to annex 81.02 acres to the City of Meridian. The GC zoning (62.04 acres) is proposed for a majority of the properties. R-8 zoning (18.98 acres) is proposed at the southeast portion of the site which abuts existing residential. The R-8 zoning designation is consistent with adjacent Paramount Subdivision. A development plan for the residential zoned property is not included with this application, however, single-family detached dwellings will be provided adjacent to the existing single-family homes and detached or attached dwellings on the remainder of the property. The specific residential subdivision layout, design and materials will be finalized with the specific development application and the design review process. Preliminary Plat The preliminary plat includes 14 lots (13 commercial and 1 residential). The proposed development plan is for a grocery use, retail shops and a mid-size retail use at the southwest portion of the property, mixed- use (office and retail) at the corner of Linder Road and Chinden Boulevard, pad sites adjacent to Chinden Boulevard and a major retail user in the middle of the property. A specific development plan for both the East portion of the property and the residential portion of the property will be processed separately at a later date. Hours of operation will vary with some uses 24 hours. City of Meridian Page 3 June 5, 2017 There is a potential for several drive-thru uses. It is our intent that Drive-thru uses would not require a Conditional Use permit unless they are located within 300' of another drive-thru or residential property (none proposed). A traffic impact study (TIS) had been conducted and submitted to Ada County Highway District (ACRD) and Idaho Transportation Department (ITD). Approval has been received from ITD and ACHD comments are anticipated prior to City's staff report being finalized. Access to the commercial portion of the site is planned via the following: 0 Chinden Boulevard — 2 Access Points: o Right in — Right out: approximately 450' West of Bergman Way intersection. o Full Access: a new signalized intersection aligning with Bergman Way on North. 0 Linder Road — 3 Access Points. Buildings will be designed in a traditional modern theme and will incorporate a variety of high quality materials including stone brick, stucco and timber. These natural materials will be trimmed or accentuated through the use of more finished material such as chrome, aluminum, or gloss painted trims. Buildings will be designed with elevations that create visual interest through the use of broken plans, windows, cornices and fenestrations that produce a rhythm of materials and patterns. Large flat walls or surfaces will not be allowed. Building heights and elevations will be varied to reduce the appearance of large mass. This will be accomplished through varying rooflines, canopies or arcades, designed with proper proportions and complimentary materials. Conceptual building elevations and material pallets are included in this application. Mechanical equipment and utility areas will be properly screened through the use of dense landscaping or walls that are complimentary to the architecture of the buildings. Roof mounted mechanical units will be screened from view as required by the City's design guidelines. The project includes ample site landscaping and increased landscaped buffer, berm and fence adjacent to the residential use. Multiple pedestrian access points to the site and within the site are proposed. An entry feature is proposed at the intersection of Linder Road and Chinden Boulevard. Detailed Covenants, Conditions and Restrictions are currently being drafted to address items such as cross access easements and design guidelines. Public utilities are available and adequately sized to support the proposed project. Variance Following years of working closely with ITD and the City of Meridian, to provide for increased capacity and safety on Chinden Boulevard, the applicant has received approval from ITD for two (2) access points for the properties (see attached letter dated February 24, 2017). Based on this approval applicant requests a variance to UDC 11 -3H -4B.2 to allow access via Chinden (SH 20/26). Approving the requested variance will result in providing a higher level of public health, safety, and welfare. Please find ITD's position below on the findings and recommendations of the TIS as well as the discussion that occurred at the February 13th meeting. ITD accepts the revised site plan submitted on October 27, 2016 relocating the Site Access A (right -in -right out only) approach to approximately 450ft west of Bergman Way which places it near the end of ITD's conceptual design of a future continuous flow intersection (CFI) slip lane. o The access will require an eastbound deceleration lane that meets ITD's design standards. o Channelization in the access or on Chinden Blvd is required to restrict left turns. o Remove existing on-site trees and large weeds to the west of the access to provide adequate site distance. ITD accepts the revised site plan submitted on October 27, 2016 showing the development's building locations adjusted outside of the projects area of the CFI. ITD will allow a signalized intersection at Bergman Way (Site Access B). o Whether the signalized intersection is a full access or a three quarter access will need to be determined in consultation with ACHD and City of Eagle. Impacts on adjacent streets and traffic patterns will need to be evaluated for a final determination. o Lane configurations on Chinden Blvd at Bergman Way headed westbound will include a dedicated right turn lane, two thru lanes and two dedicated left turn lanes. Eastbound lane configurations on Chinden Blvd will include two thru lanes, two left turn lanes and a dedicated right turn lane. o Construct an additional westbound left turn lane with appropriate storage length to accommodate the forecasted weekday PM 280 peak hour turns. Westbound lane configurations on Chinden Blvd will include two thru lanes, two left turn lanes and a dedicated right turn lane. o Identify and implement necessary signal modifications for materials and equipment. Any modifications to ACHD facilities will require review and approval; and the applicant will be responsible for all costs. • ITD requires the following improvements be made at the Chinden Blvd / Meridian Rd intersection. o Construct a dedicated eastbound right turn lane designed to ITD's standards. o Construct an additional northbound left turn lane with appropriate storage length to accommodate the forecasted 440 Saturday midday peak hour turns. o Identify and implement necessary signal modifications for materials and equipment. ITD reserves the right during the STARS agreement negotiations to request additional improvements. • The Linder Village Commercial Development will provide cross access for the triangular parcel located on the northeast corner of the development. ITD would like to state that US 20/26 and its corridor is a vital east -west commuter route in this region. The department appreciates the economic opportunities the Linder Village Development brings to the city of Meridian, but must balance that with maintaining mobility along the corridor. The TIS identified but did not include in its analysis a future residential development (the site plan shows approximately 60 houses) on the parcel's southeast corner. An additional TIS will be required before this portion of the proposed development may be implemented. If the applicant is in agreement with addressing the items as outlined above then this TIS is acceptable from a state highway access, safety and mobility standpoint. You may proceed with stamped engineered drawings of your proposed access and safety improvements. Final approval of the accesses is determined once all documentation has been provided and the permit is signed.
