To all of us on Barclay Street that watched the survey crew on Monday, it appears that the developer is proceeding with his site plan without even his initial appearance before the P&Z Commission. Chris may have already mentioned this, but the City of Meridian does not have or require grading permits. It's not uncommon for people/ developers to "move dirt" or survey land prior to projects being heard. It's a risk some are willing to take to get the site ready iftheir project ends up getting approved. Additionally, the subject application did require a metes and bounds description of the land proposed to be annexed, which means a surveyor was required prior to application submittal, so that could have been the reason for activity within the last few months. Please let me know if you have any questions/ comments, or if there's anything I can assist with!
