On February 1st I met with Laren Bailey and Jim Conger to discuss access concerns the police department had with the
Stapleton application H-2018-0129. I had three concerns with the access of this particular development. First, was the
Harris Street/HWY 69 access and the need for a signal at this location along with intersection improvements. The second
was the proposed “full access” at the ¼ mile mark halfway between Harris Street and Amity Road. The last issue being
internal connectivity to the south of the proposed development so that it would connect to the future commercial
property. This would allow vehicle trips to the commercial property to take place internally and not have to travel onto
HWY 69 to access the business.
After meeting with Laren and Jim they have satisfied all the my concerns and questions. I’ve been assured that Harris
Street/HWY 69 will be improved when the traffic count deemed by ACHD and or ITD reaches a point that triggers the
improvements. Second, that the ¼ mile access will be a right-in-right-out only and NOT full access. Lastly, there will be
internal connectivity to the southern commercial property. At this point I have no other concerns with this

Laren,
Lieutenant Colaianni was under the impression only a right-in/right-out access via SH-69 is proposed; you told me the
request was for full access but that ITD would only allow a left-in and right-in/right-out. Be aware that PD’s comments
may change based on the actual access proposed.

Sonya,
I spoke with Laren today regarding the right-in, right-out and left in. Despite what ITD may or may not allow with a left
in in their TIS and letter to Conger Group the police department is against any left in at this ¼ mile location. Just a right
in right out. I have explained this to Laren and he understands this. I also told him that P&Z might not allow the left or
council. Either way Laren understands police will testify to that effect in council if it looks like the left in may go through.
