Although the UDC encourages wireless communication facilities to be located in non-residential districts and/or districts where nonresidential uses are allowed, the use is listed in the UDC as an allowed use in all zoning districts within the City as either a principal permitted or a conditional use; compliance with the specific use standards listed in UDC 11-4-3-43 is required. Staff is in support of the proposed CUP because the applicant has demonstrated compliance with the required standards; and the conditions of approval assure future compliance. Please advise the commission that the Meridian Southern Rim Coalition is opposed. We will have a spokesman there to testify in greater detail about the points of our opposition. Please be aware that we polled Facebook followers in the White Bark, Sky Mesa, Blackrock, Century Farm and nearby rural areas--and an overwhelming majority oppose this CUP. We are not opposed to a cell tower--we are opposed to a cell tower in a residential district. To approve this location would set a terrible precedent for our neighborhoods when our UDC encourages nonresidential locations and the My Meridian Survey results clearly issue a mandate for "premier neighborhoods." Given that context, we are deeply disappointed that one of our premier developers would propose this site, and that staff would support it.
