Project • Preliminary Plat: Consisting of eighteen (18) single family residential lots and Description six (6) common lots. Applicant Toll ID I LLC The Idaho Transportation Department (ITD) reviewed the annexation, zoning, and preliminary plat applications and has the following comments: 1. This project does not abut the State highway system. 2. ITD does not support any development that will add additional traffic to the intersection of US -20/26 (West Chinden Boulevard) and North Black Cat Road until an intersection analysis incorporating all proposed developments has been conducted and the identified intersection improvements have been completed. 3. The City is reminded that the US -20/26 corridor is already congested. This project will increase the number of vehicle trips in the corridor. As the City continues to add additional trips to the corridor through development, the congestion will worsen until the roadway system is ultimately overloaded and fails. ITD has no current funding assigned to mitigate traffic congestion in the US -20/26 corridor in this area until fiscal year 2021 when the STARS agreement with the Costco developer will construct improvements in this part of the US -20/26 corridor. �DAHp Your Safety • Your Mobility IDAHO TRANSPORTATION DEPARTMENT A P.O. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 5. IDAPA 39.03.60 rules govern advertising along the State highway system. The applicant may contact Justin Pond, Program Manager for ITD's Headquarters Right -of -Way Section at (208) 334-8832 for more information. 6. ITD objects to the proposed preliminary plat application due to traffic concerns as noted in item 2 and item 3. ITD does not object to the proposed rezone. 7. Once an intersection analysis incorporating all proposed developments has been conducted and the identified improvements have been completed, ITD will withdraw any objection to the preliminary plat application. 8. ITD respectfully requests that all building and occupancy permits be withheld until such time that traffic concerns are resolved.
