Box 8028 • Boise, ID 83707-2028 (208) 334-8300 • itd.idaho.gov RE: Stapleton Subdivision — ITD Traffic Impact Study Acceptance Letter (REVISED) Dear Ms. Allen, The Idaho Transportation Department (ITD) has reviewed the findings presented in the revised Stapleton Subdivision Traffic Impact Study (TIS) dated December 17, 2018. The development is located southwest corner of SH -69 and Harris Street. The development is requesting a full movement approach approximately 1,340ft south of Harris Street. Due to the increase in trips generated by the development, the following mitigation improvements need to be installed on SH -69 prior to the development's occupancy. phaco 1 Approximately 53 single family homes with direct access to SH -69 Proposed Approach Located Approximately 1,340ft south of Harris Street • The approach will be limited to right -in, right -out, left -in. • The center median will need to be designed to ITD's standards and accommodate right -in, right - out, left -in movements for the approach to the east of SH -69 serving a storage unit business. • Install a southbound right turn lane designed to ITD's standards. • The development will need to dedicate 12ft of right-of-way to ITD for the length of the right turn lane. Existing Approach Located Approximately 670ft south of Harris Street • The existing approach will need to be removed. Phase 2 Initiated by either a roadway connection from Phase 1 to Harris Street or occupancy of any single family home with access to Harris Street SH -69 and Harris Street (Southbound Right Turn Lane) • Extend the southbound right turn lane to meet current ITD design standards for 55MPH speed zone. • This improvement is required regardless of whether a traffic signal is to be installed at the same time. Developer is required to submit a traffic signal warrant analysis to ITD prior to initiating Phase 2, as described above. If signal is not warranted, developer is required to resubmit a traffic signal warrant to ITD annually until warrants are met. ACHD is working on a Road Trust fund with all developers in the area to fund the signal at SH - 69 and Harris Street when warranted. SH -69 and Harris Street (Traffic Signal) • Install a traffic signal that meets ACHD's signal design standards and be connected via fiber to the Traffic Management Center's network. o Signal poles to be set to accommodate a future northbound right turn lane at Rumple Lane. o Signal to include ADA compliant ramps on all four corners of the intersection. • This improvement is required when warranted. ITD is in the process of developing a SH -69 corridor plan to determine ultimate future width and intersection improvements along SH -69. The signal at the intersection of SH -69 and Harris Street will be permitted as temporary and subject to change based on the completion of the SH -69 corridor plan. The Traffic Impact Study needs to be revised to include trips generated by the storage unit develop to the east of the proposed access on SH -69. The Stapleton Subdivision site plan shows a connection from Solaris Street to the parcel to the south. No current or future trips from that parcel were included in this TIS. ITD respectfully requests that the connection be blocked until analysis has been provided including anticipated trips and impacts to SH -69. Box 8028 • Boise, ID 83707-2028 (208) 334-8300 • itd.idaho.gov It is the developer's responsibility to mitigate their impacts to the state highway system including acquiring additional right-of-way to construct the necessary safety improvements. Any acquired right-of-way for safety improvements will need to be dedicated to ITD as part of the permit. Once ITD receives a revised TIS and if the developer is accepting of the above described safety improvements, ITD finds the Stapleton Subdivision TIS to be acceptable. The developer will need to submit an encroachment application (ITD form 2109) along with a $100 application fee, engineered drawings and a traffic control plan. The existing permit for the proposed approach (ITD 3-12-238C) is for a commercial approach. This letter only acknowledges ITD's acceptance of the TIS with the above revisions. Final approval of the approach and improvements is determined once all documentation including a permit application has been provided and the permit is signed.
