This project abuts the State highway system. 2. ITD has received, reviewed, and accepted a Traffic Impact Study (TIS) for Stapleton Subdivision. As stated in ITD's TIS acceptance letter dated December 21, 2018, the TIS has shown the need for mitigation for traffic produced by the development. 3. The plat indicates a proposed approach onto SH -69 approximately 1,340 feet south of Harris Street. This approach will be limited to right -in, right -out, and left -in. A center median shall be designed to ITD's standards and accommodate right -in, right -out, and left -in movements for the approach to the east of SH -69 serving a storage unit business. 4. Applicant shall be required to construct a southbound right turn lane designed to ITD's standards as part of the mitigation identified in the TIS. ITD requests a 12 foot dedication of right of way along the applicant's parcel. The existing approaches on SH -69 located approximately 670 feet south of Harris Street and 1,100 feet south of Harris Street shall be removed. 6. Phase 2 is initiated after a roadway connection to Harris Street or occupancy of any single family home with access to Harris Street. For Phase 2, ITD will require extension of the southbound right turn lane of SH -69 onto Harris Street. Right turn lane shall be reconstructed to meet current ITD design standards for SH -55 speed zone. This improvement is required regardless of whether a traffic signal is to be installed at the same time. 7. ITD understands that ACHD has a Roadway Trust Fund in place to fund a signal at SH -69/ Harris Street/ Rumple Lane. This subdivision will add more trips to the intersection of SH -69 and Harris Street. The addition of more trips to the intersection may trigger a signal warrant. Prior to initiating Phase 2, the developer is required to submit a traffic signal warrant to ITD. If a signal becomes warranted, ACHD shall be responsible to see that the signal is installed once warranted. ITD has not completed the corridor study for SH -69 and therefore has not determined if a signal constructed at this location would be permanent. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 9. IDAPA 39.03.60 rules govern advertising along the State highway system. ITD does not object to the construction of a subdivision consisting of 223 residential units as presented in the application contingent on ACHD assuming responsibility for ensuring the signal is installed once it has become warranted and the applicant complying with all requirements mentioned in items 3, 4,5 ,6 , and 7, as well as ITD's TIS acceptance letter.
