MPDDATE: 11/27/2018 TO: Joshua Beach REVIEWER: Lieutenant Scott Colaianni SUBJECT: H-2018-0121 PROJECT NAME: VillaSport Complex POLICE DEPARTMENT SUMMARY OF REPORT: 1. Police Response Time- The proposed development VillaSport Complex application is approximately 3.5 miles from the Meridian Police Department. The expected response time to this area in an emergency is about 4 minutes. Between 11/1/2017 — 10/31/2018 the Meridian Police Department responded to 946 calls for service within a mile of the proposed development. Most of these calls were related to narcotics violations. During this same time period the Meridian Police Department responded to 100 crashes within a mile of the proposed development. Most of these crashes 47% were non -injury. The other 43% were injury related and one fatal accident recently. See attached document for additional details on calls. 2. Accessibility — Access for the Meridian Police Department is not an issue for the proposed development in this area. The roadways are more than adequate, there are sidewalks and a full signal access near the proposed development. 3. Resource needs — There are no additional staffing, equipment needs or other resources needed to serve the proposed development. 4. Other comments- The Meridian Police Department already serves this growing area. It should be noted that this area has a high accident rate due to the large volume of traffic at Eagle/Ustick and the surrounding retail, office, multi -family and other commercial uses. As part of the modification of initial MDA the Meridian Police Department would ask that no additional access be allowed onto Eagle Road. If an additional access is granted on Ustick Road the Meridian Police Department asks that it be a right in -right out only. The Meridian Police Department would also ask that all traffic impact recommendations from ITD and ACHD be adhered to and that those required improvements be made before the issuance of the CO. In addition, the proposed area has a moderate amount of calls for service already. Although the proposed development isn't expected to generate a lot more calls for service for the Meridian Police Department it will increase the traffic in the area. 5. POLICE DEPARTMENT ITEMS FOR IMMEDIATE FOLLOW-UP (PRIOR TO HEARING) A. ❑ The proposed development and/or plan do not offer natural surveillance opportunities of the public areas. Prior to the public hearing, the applicant shall meet with a Police Department designee and/or Planning Staff to discuss features that increase visibility, including doors and windows that look out on to the public areas. The plan shall be revised in accord with those discussions. B. ❑ The proposed multi -family dwellings show more than 4 units that share a common entrance and/or stairwell. Such configurations are a safety concern. Prior to the next public hearing, the applicant shall meet with a Police Department designee to address these concerns and revise the plans as necessary. C. ❑ The proposed drive through has limited visibility from a public street. Prior to the public hearing, the applicant shall meet with a Police Department designee to discuss methods of increasing visibility to the facility. D. ❑ The proposed after-hours walk-up facility (e.g. ATM) has limited visibility from a public street. Prior to the public hearing, the applicant shall meet with a Police Department designee to discuss methods of increasing visibility to the facility. E. ® The Police Department has no concerns related to the site design submitted with the application. 7. CONDITIONS OF APPROVAL (INCLUDED IN PLANNING DEPT. CONDITIONS) 1. ❑ The applicant shall revise the landscape plan to show walkway paving materials (e.g. pavers, colored or scored concrete, bricks, etc.) and landscaping materials that better distinguish the walkway from the vehicular driving surface. 2. ❑ Prior to CZC submittal, the applicant shall work with the Police Department and/or Fire Marshall to provide patrol capabilities and/or emergency vehicle access to the proposed storage yards. 3. ❑ The applicant shall revise the landscape plan to show walkway paving (e.g. pavers, colored or scored concrete, bricks, etc.) and landscaping materials that better define the building entrance and distinguish the walkways from the driving surfaces. 4. ❑ The applicant shall revise the site and/or landscape plan to create greater visibility of the hiding spot near [add] from public areas such as a street or parking lot. 5. ❑ The applicant shall revise the landscape plan to limit landscaping along streets, pathways, and up against structures, to species that do not exceed two feet in height. 6. ❑ The applicant and/or property owner shall have an ongoing obligation to prune all trees to a minimum height of six feet above the ground or sidewalk surface to afford greater visibility of the area. 7. ❑ The applicant shall revise the landscape plan to illuminate all pathways with a four -foot tall bollard style or similar lighting source. Such lighting shall be shielded from adjoining residences. 8. ❑ Low pressure sodium lighting shall be prohibited as an exterior lighting source on the site. Priority Response Times Defined: Priority 0 type calls are no priority type of calls. Priority 1 type calls are for non -emergency type of calls where the officer will arrive at the earliest convenience, and Priority 2 type calls require an urgent response where the officer will arrive as soon as practical, and should obey all traffic laws.
