All,
We concur with the staff recommendation for approval of the requested TM Crossing Expansion
annexation and zoning subject to development agreement conditions, Staff Report Section VIII, page 11—
with one qualification to Item 2.11b, the requirement for a 10 -foot wide multi -use pathway along 1-84.
Extension of the existing pathway (attached photo) to the easterly boundary of the parcel would create a
circuitous route from the east/west alignment to north/south. Therefore, because there may be an
opportunity for a more direct alignment, we request that the final multi -use pathway location be a site-
specific requirement of the landscape plan for the future building with its "expansion" parking area. Staff
sees some value of the pathway extending to the east boundary as shown on your revised master plan and
as currently required; if the adjacent properties to the east redevelop, then a multi -use pathway
connection could be possible between Linder & Ten Mile.
Also, for the record ... We are working with the Ada County Highway District to modify their Site Specific
Condition B.3 (Staff Report, page 18) regarding the location of the Meridian Fire Department's required
emergency access gate. Since that is, ultimately, an issue subject to ACHD's sole discretion, we trust that
no modification of the staff report will be required, if their condition is modified. Correct

Attached is the staff report for the proposed annexation & zoning for the TM Crossing Expansion project. This item is
scheduled to be on the Commission agenda on December 6th. The public hearing will be held at City Hall, 33 E.
