This project does not abut the State highway system. 2. This development will gain access to the State Highway system at the US-20/26 West Chinden Boulevard) intersection. The City is reminded that the US-20/26 (West Chinden Boulevard) corridor is already congested. This project will increase the number of vehicle trips in this corridor. While this individual phase is not large, the accumulation of developments accessing the State Highway system at the US-20/26 (West Chinden Boulevard) and North Black Cat Road intersection is creating additional congestion. As the City continues to add additional trips to these corridors through development, the congestion will worsen until the roadway system is ultimately overloaded and fails. As stated in ITD’s TIS Acceptance Letter dated October 19, 2018, ITD does not object to the construction of an elementary school at this location, however the department does require that the intersection of Chinden Boulevard and North Black Cat Road be signalized prior to the school’s opening. 4. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 5. IDAPA 39.03.60 rules govern advertising along the State highway system. Provided that the intersection of West Chinden Boulevard and North Black Cat is signalized prior to the school’s opening, ITD does not object to the construction of the proposed elementary school. Box 8028 • Boise, ID 83707-2028 (208) 334-8300 • itd.idaho.gov October 18, 2018 The Idaho Transportation Department (ITD) has reviewed the Pleasant View Elementary School Traffic Impact Study (TIS) dated September 2018. The school is located east of Black Cat Road between US 20/26 (Chinden Blvd) and McMillan Road in Meridian, Idaho. The school is not taking direct access off of Chinden Blvd, but does have impacts to the state highway due to the volume of vehicles generated by the school. The TIS states that the northbound movements of intersection of Black Cat Road / Chinden Blvd fails under existing 2018 conditions. With the school's anticipated 2020 opening, both the northbound and southbound movements will fail at this intersection. The Ten Mile Development is required to install a traffic signal at this location per the terms of their encroachment permit. It is anticipated that the traffic signal will be installed in 2020. This letter acknowledges ITD's acceptance of the Pleasant View Elementary School TIS. ITD has no objections to the Pleasant View Elementary School. However, the department does require that the intersection of Black Cat Road and Chinden Blvd be signalized prior to the school's opening.
