Dear Sonya, Caleb, Bill & Cameron:
Per your request, this letter is written to provide you with current phasing and timing of various on and
off-site improvements as we move forward with project approvals and the marketing and leasing of the
Linder Village project.
Phase 1, and 1B Improvements will include the following:
• Right of way street frontage improvements along Chinden Road and Linder Road including the
required landscaping and sidewalk. [Note: ACHD to complete roadwork along Linder in 2019 and
we anticipate the widening completion of Chinden in 2020].
• New full access or right in/right out/left in (2 alternatives) with or without traffic signal on
Chinden.
• New partial access right in/right out on Chinden.
• Two (2) new access improvements along Linder with one (1) full and one (1) right in/right out
access (ACHD work).
• New Collector Road through the site from the north Linder access to Chinden signalized access
at Fox Run Way.
• Extension of Bergman Avenue to the new Collector Road, if directed by ACHD.
• Roadway improvements as outlined in ITD recent Acceptance Letter dated October 19, 2018
(see attached) and as will be further described in the future STAR Agreement. (We are currently
completing the STAR Agreement with ITD.)

• Utilities extended throughout the site per the Preliminary Plat documents (includes domestic
water, fire water service, sanitary sewer, and pressurized irrigation).
• Landscape buffer and park area between future residential and commercial.
• Building pad development and associated parking areas will occur as separate applications are
submitted by the various end users and developer but we believe includes Winco (LOT 2 ), Mid
Anchor1 (LOT 15), Building 1 retail shops (LOT 3), Building 2 (Lot 4)and Pad Parcels B, C, K and
Fuel, Plaza area and Library. If the Mid Anchors 2, 3 and 4 shown on LOT 14 decide to proceed
on our site, they could be part of Phase IB along with the Main Street Shops. We will also
continue to adjust the site plan phasing to include other Mid Anchor tenants, retail shops,
offices, pad users and residential as we move forward with Phase 2 & Future Development
Areas.
