ITD October 25, 2018 C.Jay Coles Meridian City Clerk’s Office 33 East Idaho Avenue Meridian, Idaho 83642 VIA EMAIL Development Application H-2018-0090 PP, CUP, MDA Project Name ALPINA TOWNHOUSE SUBDIVISION Project Location Northeast corner of North Linder Road and West Ustick Road, south of US-20/26 milepost 37.31 Project Description  Construct a subdivision consisting of 15 multi-family building lots and 7 common lots (60 units)  Conditional Use Permit allowing a multi-family development consisting of 60 multi-family units within 15 multi-family structures in an existing C-C zoning districts  Modification of an existing Development Agreement to change an existing agreement to change the previously approved concept plan with a new concept Applicant A Team Consultants The Idaho Transportation Department (ITD) reviewed the preliminary plat, conditional use permit, and development agreement modification applications and has the following comments: 1. This project does not abut the State highway system. 2. This development will gain access to the State Highway system at the US-20 (Chinden Boulevard) and Linder Road intersection. The City is reminded that the US-20 (Chinden Boulevard) corridor is already congested. This project will increase the number of vehicle trips in this corridor. The accumulation of developments accessing the State Highway system along the US-20 (Chinden Boulevard) corridor is creating additional congestion. As the City continues to add additional trips to these corridors through development, the congestion will worsen until the roadway system is ultimately overloaded and fails. 3. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 4. IDAPA 39.03.60 rules govern advertising along the State highway system. ITD does not object to the preliminary plat, conditional use permit, and modification of the development agreement as presented in the application.
