Bott Lane ("Project Site") as shown on Figure 1 below. Shelburne East Subdivision is an extension of Shelburne Subdivision No. 1 and Shelburne Subdivision No. 2. The Project Site currently lies in unincorporated Ada County and is within Meridian's area of city impact. Vicinity Map Shelburne East Subdivision Pae 2 EMT -O ENGINEERS The Project Site is currently zoned as Rural -Urban Transition (RUT). This application proposes annexation of the Project Site and a rezone to Medium Low -Density Residential (R-4) of approximately 23.58 acres west of the Ten Mile Feeder Canal and Medium -Density Residential (R-8) of approximately 11.52 acres east of the Ten Mile Feeder Canal. The proposed rezone complies with the Future Land Use Map designation of Medium Density Residential for the Project Site, as shown in Appendix A. The proposed project is approximately 35 total acres with 101 single-family detached dwelling units, significant open space, and an attractive amenity package ("Project"). The gross density of the Project is 3.10 dwelling units per acre with 16.0% open space. Access to the Project Site is provided through Shelburne No. 1 and No. 2 from Eagle Road via Peaceful Pond Drive and from Cloverdale Road via Bott Lane, which is currently classified as a local street. Bott Lane isp lanned by ACHD to be the area's future major collector road. This project will provide significant improvements to the region by improving Bott Lane to a collector street with bike lanes, detached sidewalks and twenty foot wide landscape buffers. As part of these widening improvements, the project will provide a new canal crossing at the Ten Mile Feeder Canal. The canal runs from south to north through the center of the project. The existing single -lane bridge on Bott Lane will be replaced and improved to become an attractive neighborhood feature. Note that we are re -aligning the existing Bott Right of Way to provide separation from an existing house to the road — the current right of way runs through the house. In addition to the street improvements, this project will construct a portion of the 10' -wide regional pathway along the east side of the canal per the Meridian Pathways Master Plan. The Project will provide approximately 5.25 acres of open space, which is 16.0°0 of the gross Project Site. Appendix B details the open space provided by the Project. The Project provides diverse amenities. The amenities have been selected based on the buyer demographic of Shelburne Subdivision No. 1— a slightly older generation of homebuyers with adult Shelburne East Subdivision Pagge 3 a T -O ENGINEERS children. The amenity package includes a variety of options from the Quality of Life, Recreation, and Open Space categories as follows: 1. Additional 20,000 square feet of Common Open Space — Open Space Category 2. Sports Court (Pickleball) - Recreation Category 3. Tot Lot - Recreation Category 4. Pathways — Quality of Life Category • 5' -wide micro paths and greenbelts for internal connectivity • 10' -wide regional pathway along the east side of Ten Mile Feeder Canal for regional connectivity per Meridian's Pathway Master Plan. 5. Three (3) Shade/Picnic Areas with picnic tables, benches and bike parking - Quality of Life Category 6. Open Play field (50 feet by 100 feet area)- Open Space Category 7. Orchard/Community Garden- Open Space Category Please see Figures 3 — 6 below depicting each of the amenities as well as Appendix C detailing several of the amenities. Figure 3. Tot Lot Playground In the central park, within the southwest quadrant, an open play field and pickleball court provide an active environment for all ages near the shelter, which is designed for small events. Three of the four quadrants of the Project are designed with centralized parks, all of which include shade structures and picnic tables, benches, and bicycle parking. These parks are interconnected with micro - paths and greenbelts. In the northwest quadrant an adventure tot -lot is located close to the shelter to attract children and grandparents to the outdoors. Example of Pickleball Court Shelburne East Subdiv�siion Page 4 The southeastern quadrant hosts a largely tranquil park with trailhead shelter and picnic facilities to connect neighbors to the regional pathway. All these parks have been designed with thoughtfully placed trees for shade and open lawn spaces for field games. To acknowledge the Project Site's agrarian heritage the common space in the northeast will feature a community orchard. This orchard will provide Shelburne East residents with opportunities for seasonal gatherings and create a "sense of place." Example of Community Orchard The architecture style of the Project will largely be a continuation of the existing Shelburne No. 1 and No. o. 2 neighborhoods with a mix of contemporary forms and modern farmhouse styles. A rich blend ranging of materials ran in from stone to stucco and board -and -batten siding materials is planned with enriched natural colors. Furthermore, some mid-century modern styling will be introduced that will complement the bridge and landscape structures. Home sizes will range from 1,800 square feet to 3,000 square feet. Similar to the homes in Shelburne No. 1 and No. 2, a large percentage will be single story. Maximum building height will be 35 feet. TENMILE CANAL BRIDGE CROSSING Asp art of the Project's roadway improvements to Bott Lane, the existing single -lane bridge will be upgraded to accommodate the collector road section. Proposed Bott Lane bridge concept plan Attached sidewalks on the bridge will provide pedestrian connectivity from one side of the canal to the other and allow for access to the regional pathway along the canal. TRAFFIC AND ROADWAY DESIGN Our design team has had several meetings with ACHD regarding roadways and connections for this Project. The main topic of discussion during these meetings was the alignment of a collector corridor. The Bott Lane extension will be constructed as a collector road and will provide connectivity from Peaceful Pond Drive, and Hillsdale Drive to the existing Bott Lane alignment. Significant improvements to Bott Lane are proposed to meet ACHD's collector road specifications. The existing right-of-way for Bott Lane runs through an existing house at the northeast corner of the Ten g Mile Canal crossing as shown in Figure 9 below. In order to minimize conflicts, the planning team, with input from ACHD, has re -aligned Bott Lane curving it to the south as shown to move the right-of-way away from the existing house. These curves in Bott Lane, together with the turn into Hillsdale Drive and the three-way intersection formed at Peaceful Pond Drive, are all designed to help reduce cut -through traffic and slow travel speeds between Eagle Road and Cloverdale Road. This alignment was reviewed and deemed acceptable by ACHD. At the western subdivision boundary, Bott Lane is directed to the south and becomes Hillsdale Avenue. Frontage along Hillsdale Avenue is shared between this development and the adjacent Shelburne Subdivision No. 2, currently under construction. ACHD has requested that a full -width road section be constructed along this shared boundary. However, individual landscape buffers are to be constructed by each respective project. ACHD did not require a full traffic impact study to be completed for this Project. Nonetheless, a trip generation and distribution analysis were performed by Thompson Engineers, Inc. to achieve appropriate lanning of the subdivision and roadways. According to the traffic analysis, this Project will p generate approximately 944 trips per day. Roughly 80% of these new trips will travel to Eagle Road, and the remaining 20% will travel to Cloverdale Road as shown in Figure 10. Shelburne East Subdivision traffic distribution Even though the traffic study shows traffic distribution is heavily weighted toward Eagle Road, the primary topic of concern voiced by neighbors is the potential impact of the traffic at the intersection of Bott Lane Cloverdale Road. This project will widen and improve much of Bott Lane and a portion of Hillsdale Drive with bike lanes, sidewalks and landscape buffers. As Bott Lane continues to the east of the property and through the City of Boise's area of impact, rural segments of this roadway corridor are without dedicated right of way. However, there are plans to improve the Bott Lane/Cloverdale intersection. The ACHD staff report for the nearby Crosswinds Subdivision (APP18-0001) includes a condition of approval (D.4) that requires the Crosswinds Subdivision to widen Cloverdale Road to accommodate two through lanes and a center turn lane from Reutzel Drive to Bott Lane. This is consistent with the ultimate build -out condition for Cloverdale Road as stated by ACRD. As such, no other traffic mitigation was identified to be necessary by ACHD through our project coordination with them. IRRIGATION The Ten Mile Feeder Canal will provide irrigation water for the Project. A new pump station and irrigation pond will be constructed in the southwest corner of the Project Site. The irrigation pond will bypass flow from the Nine Mile Creek and will be designed to serve as an amenity. The existing head gate on the Ten Mile Feeder Canal provides the water right for this Project and for two adjacent properties to the south. Proper measures will be taken to ensure that irrigation for these properties will be maintained at current levels. Shelburne East Subdivision Page 8 T -O ENGINEERS CONCLUSION As planned, the Shelburne East Subdivision will build on the success of Shelburne Subdivision No: 1 by providing an attractive blend of single-family homes. The proposed R-4 and R-8 zoning classifications are aligned with the Comprehensive Plan's Future Land Use Map designations. Significant open space and an attractive amenity package will work together to create an attractive and connected community. The extension and improvements to Bott Lane will be an asset to the surrounding area. Our design team has carefully considered the input of existing neighbors and service providers. With these qualities, the developer and design team respectfully request your approval of the Annexation and Rezone and Preliminary Plat applications for the Shelburne East Subdivision. Please see attached layout. With Shelburne 2 (under construction) we will be connecting Bott to Hillsdale to Peaceful pond. This will be a collector from Cloverdale to Eagle Roads. We have a total of 102 lots. There are 3 existing homes on the property now — with one of them being a day care center. I believe Policy states a TIS is warranted if 100 new lots are created. I do not believe we need a TIS and want your opinion before we get to far. Essentially we are just trying to make sure we don't have to wait for the review (4 to 6 weeks guessing). We are doing a TIS anyway just for our own knowledge and happy to share just don't want the time constraint. Hopefully that all made sense. Let me know.
