PRELIMINARY PLAT SUBMITTAL
For
JOCELYN PARK SUBDIVISION
Formerly known as Dry River Ranch
NARRATIVE:
This project consists of platting 23 single family lots on 13.3 acres and is located in the NE 1/4 of
Section 25, T3N, R1 W, BM. The average lot size is greater than 15,000 sf. The minimum lot
size is 14 square feet. There are two common lots. They are common lots for the amenities.
All common lots will be owned and maintained by the Home Owners Association.
We are proposing to construct a 36' street section with rolled curb and a 5' sidewalk on each
side, adjacent to the curb.
Each residential lot in this subdivision will be connected to city sewer and water at the time of
platting of this subdivision.
Ridenbaugh Canal:
The Ridenbaugh Canal is a major irrigation canal. To pipe this canal would be cost
prohibitive (more than a 72" diameter pipe). Therefore, we are requesting a waiver (per
the Meridian City Code 11 -3A -613-3a & b) of the requirement to pipe the Ridenbaugh
Canal or turn it into an amenity. Although the NMID has not made a decision on this
section of the Ridenbaugh Cancl, in the past they have prohibited a developer from
turning a major canal into a water amenity for a subdivision.
However, in an attempt to protect the general public, a fence will be constructed on the
southern easement line of the Ridenbaugh Canal.
Amenities:
A bike enclosure and gazebo were added to this subdivision for the local residents to
enjoy and will be located on a common lot (lot 1 block 1).
The following will be done and/or complied with:
1. This developer intends to comply with all requirements and provisions of the UDC and
MCC, except as approved by the City Council.
2. The Engineer, Surveyor, and Landscape Architect of Record of this subdivisions will
conform with acceptable engineering, surveying and landscape architectural practices
and local standards.
3. Development Agreement.
4. The Street Name Evaluation Letter.
A traffic study is not required by ACHD.
The developer of Jocelyn Park Subdivision will increase the rear yard setback from 10' to
30' of all the lots that back up to this subdivision on the east and west. These setbacks
will be detailed in the Development Agreement.
Groundwater:
This site used to be a sewage lagoon for an adjacent subdivision but was
decommissioned in 2014. During the decommissioning, no ground water was found.
The site will require filling with approximately 12' of compacted fill. However,
additional soil investigation will be done during the design phase. A copy of the
decommissioning report is included with this submittal.
Density:
The zoning on this property is R-8, medium density residential, 3-8 units per acre. Our
gross density is 1.7 units per acre. Therefore, we are asking for a step down in density.

1. PROJECT BACKGROUND
1.1 Location
The Meridian Heights Water and Sewer District (District) is located on the south side of
Victory Road, between Stoddard Avenue and Meridian Road, adjacent to the City of
Meridian (City), Idaho. The District water and sewer system consists of the Meridian
Heights and Kentucky Ridge Subdivisions, a wastewater treatment plant (WWTP), and
three Public Drinking Water System (PDWS) wells. The subdivisions are separated by
the WWTP and a private parcel. Water and wastewater mains connect the subdivisions
across the private parcel through utility easements. The boundary of the District
operation and the locations of the primary District features are shown in Figure 1. A
larger, more detailed exhibit is included as Appendix A of this report.

1.2 Historical Background
The District, formerly the Meridian Heights Water and Sewer Association (Association),
previously maintained a lagoon -based WWTP on property owned by the District. The
WWTP consisted of two sewer lagoons: one treatment/aeration lagoon and one storage
lagoon. The lagoons are located between the two subdivisions along the south side of
Victory Road. Treated effluent from the storage lagoon was transferred to a land
application Hydraulic Management Units (HMUs), as specified in the 2009 land
application permit issued by the Idaho Department of Environmental Quality (IDEQ).
The HMUs were located to the southeast of the lagoons on West Harris Street. The
District did not own the HMUs property, and operation on the HMUs was allowed
through a perpetual wastewater easement, which was recently released by the District.
The aeration lagoon was constructed with the original phase of the Meridian Heights
Subdivision during the early 1970s and has acted as the treatment cell for the
subdivision's wastewater since construction. During the mid-1990s, the larger lagoon
located north of the treatment lagoon was constructed and has been used primarily as
winter storage prior to land application of the effluent. At that time, the aeration lagoon
was modified to include a synthetic liner on the bottom and sides of the lagoon.
During the last decade, the City wastewater services were extended to Victory Road
from Bear Creek Subdivision, which is located due north of the District's WWTP. The
availability of City wastewater services within the vicinity of the WWTP was brought to
the attention of the IDEQ, which led IDEQ to issue a statement on September 9, 2008,
stating that the land application permit would not be renewed because City wastewater
services were considered available from Victory Road.
The Association approached the City to negotiate for the provision of wastewater service
through annexation or contractual agreement. The City subsequently determined that
an application for annexation must be prepared before further consideration of an
agreement was discussed. The District filed an application for annexation with the City
on December 30, 2008. The City reviewed the application and requested additional
reports and documents in order to proceed with their review. During the review process,
the City requested that the Association seek to form a water and sewer district, which
could negotiate with the City as a quasi -governmental agency during the annexation
process. The Association proceeded as requested and formally became the Meridian
Heights Water and Sewer District on June 16, 2009, by order of the Fourth Judicial
District Court of Idaho. In 2009, the City denied annexation of the District customers,
and the District renewed its land application permit.
During the summer of 2012, the District, at the request of a third party, again
approached the City to discuss annexation of its customers and property. In September
2013, a Three -Party Agreement (Agreement) was reached between the City, the District,
and Mr. Lee Centers. The signed Agreement required the City to provide services to
District costumers by annexing them into City limits. As part of the Agreement, the
District agreed to send all wastewater to the City of Meridian's wastewater treatment
plant and decommission the District's wastewater treatment lagoons.

1.3 Facility Information
The aeration lagoon is a 1.04 -acre lagoon with three feet of freeboard when full. It was
constructed during 1970/1971 and placed into operation in 1971. The lagoon has 3:1
side slopes and was constructed with 18 inches of backfill over a synthetic liner. The
second lagoon was approved in 1993 and placed into operation during that same year.
It is approximately 4 acres in size at the high-water mark. The bottom of the lagoon was
constructed of 12 inches of sandy cobbled soil over 6 inches of sandy soil on a synthetic
liner. This lagoon was used as a storage lagoon during the non -growing season, so the
water level varied throughout the year.
When the original lagoon was constructed, it was maintained and operated by the
Association. The Association also took over the maintenance and operation of the
second lagoon when it was constructed and maintained both lagoons until all assets
were transferred at the creation of the District.
2. CLOSURE AND DECOMMISSIONING
2.1 Lagoon Drainage and Sludge Drying
In February of 2014, the connection of the District's wastewater collections system to the
City's collection system was completed. During the connection to the City's system, the
discharge line to the aeration lagoon was grouted shut, preventing future flows into the
lagoon system. On February 19, 2014, the District, in conjunction with the City, started
draining the storage lagoon into the City's collection system. Pumping continued for
approximately two weeks until the storage lagoon level dropped to the level of the
lagoon outlet. As a result, an agreement was reached between all parties involved in the
Agreement that there would be no land application during 2014. During the final two
weeks of March, a hose was suspended on the surface of the aeration lagoon for the
purpose of pumping the liquids from the lagoon to the City's collection system. Water
was pumped for approximately two weeks while the City's sewer treatment plant staff
oversaw the percentage of solids in the liquid that was pumped to the City. The lagoon
was drained until the hose could not be suspended high enough over the solids in the
lagoon without sucking air into the pump intake. At this point, it was agreed that the
transfer of all liquids to the City's treatment system had been completed. The remaining
liquid in both lagoons was left to evaporate.
During April and May 2014, the lagoons were left alone to allow the remaining water to
evaporate and allow the solids to dry. By mid-May, only a small puddle of water
remained in the north portion of the storage lagoon. The biosolids in the rest of the
lagoon were at various stages of drying. The water level in the aeration lagoon
continued to drop as the liquid evaporated; soon the edges of the lagoon began to dry.
By mid-June, the biosolids in the storage lagoon were dry enough for testing and ready
for removal and transport. For more information on the biosolids testing, please see
Sections 2.5 and 2.6 of this report.

On August 12, 2014, the contractor mobilized to the site. On August 13 and 14, the
biosolids were moved to one side of the aeration lagoon and the bottom liner was
removed. The biosolids still appeared to be too damp to haul to the landfill and were
subsequently spread across the bottom of the lagoon. With the liner removed from the
bottom of the lagoon, the biosolids were ready to be removed by August 26, and the
contractor began to stockpile them in the northeast corner of the aeration lagoon.
On Sunday, August 17, 2014, the drainage ditch that runs along the east property line
overtopped its banks and drained into the southwest corner of the storage lagoon. The
biosolids in the area were currently windrowed, and as a result the moisture was
contained to only three rows of solids. These rows were left to dry, while the contractor
stockpiled and started removing the remainder of the biosolids. By August 20, the three
rows of biosolids were dry enough to mix with the rest of the biosolids, and were
therefore stockpiled with the remaining biosolids and removed from the site.
2.2 Biosolids Removal and Disposal
On August 14, 2014, the contractor began windrowing the biosolids in the storage
lagoon. Because of the moisture content and consistency, the biosolids separated from
the underlying soil in small cubes with negligible solids remaining behind. They were
then pushed into stockpiles on the lagoon bottom. A loader was used to load dump
trucks in the bottom of the lagoon. Trucks were typically loaded with between 20 and 35
tons of biosolids. All trucks used to transport biosolids were in a state of good repair,
with the container portion free from large holes or extensive rust. Biosolids were so dry
at the time of loading and transport that they were sprayed with water to prevent fugitive
dust prior to leaving the site. All trucks were equipped with motorized roller tarps and
were covered prior to exiting the bottom of the storage lagoon. (For additional
information on truck requirements, please refer to the Trucking Standard Operating
Procedure (SOP) found in the appendices of the Quality Assurance Project Plan (QAPP)
prepared by Keller Associates in March 2014). Trucks then exited the property via a
temporary access road constructed on the adjacent property to the west. This access
road gave access to the property directly from Victory Road instead of routing the trucks
through the Meridian Heights neighborhood. From Victory Road, the trucks stayed on
major roadways until they reach the Ada County Hidden Hollow Landfill. Biosolids from
the storage lagoon were all removed by August 25.
The biosolids in the aeration lagoon, after they had completed drying, were again
stockpiled in the northwest corner of the lagoon. Stockpiling was accomplished by
pushing the biosolids with a crawler/dozer. The bottom of the lagoon surface was
heavily compacted after over 20 years of being located under the lagoons. This allowed
the contractor to push the biosolids across the surface as if pushing solids across a
concrete surface. Because the aeration lagoon is smaller than the storage lagoon, an
access ramp could not be constructed into the lagoon. Trucks were loaded via an
excavator stationed at the top of the lagoon. Trucks would then circle the top of the
lagoon and exit to Victory Road. The moisture content of the biosolids was slightly
greater than that of the storage lagoon; therefore, they were not sprayed with water prior

being covered. However, even though the moisture content was higher, the consistency
of the biosolids was not as dense, resulting in lighter loads being hauled to the landfill.
2.3 Soils Removal and Disposal
After the biosolids were removed from the storage lagoon, the soil zero to six inches
below the biosolids was tested. Testing provided results sufficient for the soils to be
hauled to a local gravel pit and used as backfill material in the excavated pits. For
specific testing results, refer to Section 2.6 of this report. With favorable results, the top
six inches of soil were stockpiled into different locations on the bottom of the lagoon.
Stockpiling was accomplished by using a crawler and pushing the top four to six inches
of soil across the lagoon bottom. After the soil was pushed to one side of the lagoon, it
was then pushed into stockpiles. Because of the quantity of dirt and large area, the work
of removing the soils was done in sections.
After the first stockpile was ready, the soil was loaded into dump trucks by a front-end
loader and hauled offsite. After being covered, trucks would exit the lagoon and leave
the property via the Victory Road access and head west to the Busy Bee Sand and
Gravel Pit located on South Black Cat Road. Busy Bee used the soils as backfill for
reclamation of one of their gravel pits. Per contractor discussions with Busy Bee, the
soil from the lagoon project was going to be used as the bottom layers of backfill within
the reclaimed gravel pit.
After the top layer of soil was removed from the surface of the lagoon bottom, the
remaining soil above the liner were tested. Test results indicated that the remaining soil
could be left in place. Test results of soils under the lagoon liner also showed that no
soil removal was required. As a result, no additional soils were removed from the
storage lagoon.
As the biosolids were being stockpiled in the aeration lagoon, the bottom liner came up
with the solids. It was quickly discovered that there was no soil layer between the
biosolids and the lagoon liner as expected. The original anticipation was that the top
four to six inches of soil above the liner would be removed to ensure removal of all
biosolids. With no soil above the liner and the hard pan layer below the liner, separation
of the biosolids from the soils were both easy to complete and confirm, no removal of
this top layer of soil was required. Testing of soils under the liner showed results below
the predetermined Residential Action Target Levels (RATLs); see Table 1 (Section 2.6)
of this report for additional information. As a result, no soils were removed from the
aeration lagoon.
2.4 Liner Removal and Disposal
After the top layer of soil was removed from the storage lagoon bottom, the contractor
attempted to push the remaining eight to twelve inches of soil off the liner. In the end, a
grader was used to scrape the soils from the bottom of the lagoon. As the contractor
continued to move the soils, the bottom liner clung to the bottom soil layer and balled up
with the soils. The liner was separated from the soil utilizing the bucket on the excavator

and backhoe clamshell. It was then stored within the confines of the lagoon until ready
to be hauled to the landfill.
The liner covering the embankment of the lagoon was thicker and more brittle than the
bottom liner of the lagoon. As a result, the liner broke into pieces when the contractor
tried to remove it from the embankment. The soil above the liner was subsequently
pushed to the bottom of the lagoon, and construction workers walked the site behind the
crawler removing pieces of liner by hand as they were exposed. Any pieces too large to
be removed by hand were picked up using the clamshell on the backhoe. After the
embankment liner was removed or scraped to the bottom, a backhoe was used to dig
trenches to remove the key of the liner above the top of the embankment. The liner key
was removed from two-thirds of the perimeter of the lagoon. The remaining one-third of
the perimeter is located adjacent to the Ridenbaugh Canal. The top of the lagoon
embankment is located within the canal right-of-way outside the fence surrounding the
lagoon property. This liner is located at the top of the lagoon embankment and never
came into contact with any wastewater. After discussing the situation with both the
Nampa Meridian Irrigation District and IDEQ, it was decided that excavation of the canal
embankment may weaken the canal so the liner would be removed to the fence line, but
that no excavation of liner would be required within the canal right-of-way. It is
anticipated that no future development will occur within the canal right of way.
As indicated in Section 2.2, the liner on the bottom of the aeration lagoon came loose
from the bottom of the lagoon with the biosolids. The bottom liner was separated from
the biosolids using the excavator teeth to catch the liner and remove it. It was then
balled up and piled on the north embankment of the lagoon adjacent to the biosolids
stockpile.
Like the embankment liner in the storage lagoon, the embankment liner of the aeration
lagoon was brittle, and most of it was removed by hand after the soil above the liner was
scraped of the top. Liner from both lagoons was loaded into dump trucks and taken to
the Hidden Hollow Landfill.
2.5 Sampling
In mid-June, samples were collected from biosolids in the storage lagoon. A Toxicity
Characteristic Leaching Procedure (TCLP) Test Method 1311 was conducted for
leaching potential. Later, at the request of the Hidden Hollow Landfill, a Paint Filter Test
was also run on the biosolids. By early August, biosolids in the aeration lagoon were
ready for sampling, and samples were collected. The Paint Filter Test and TCLP were
run on samples from the aeration lagoon. Samples were collected from five different
locations in each lagoon in accordance with the approved Decommissioning Plan dated
May 12, 2014. Sample locations can be found in Appendix B of this report. The
samples were then made into one composite sample, and tests were run on that sample.
All samples were collected per the SOP found in the QAPP for the Decommissioning
Plan; sample results can be found in the Section 2.6 of this report.

On August 14, after the biosolids were stockpiled in the storage lagoon, composite
samples were collected from the soils at zero to two inches and two to four inches.
Heavy metals, fecal coliform, total solids, and volatile solids tests were run on the
composite sample. Also on August 14, after the liner was removed from the aeration
lagoon, samples were collected at zero to two inches and two to four inches below the
liner. On August 22, after the top six inches of soil had been stripped from the storage
lagoon, additional composite samples were collected at zero to six inches and six inches
to liner (average of nine inches). Again, five samples were collected per the sample
location appendix, and results can be found in the following section.
A final set of soil samples was taken from below the storage lagoon liner on August 29.
Samples were taken at approximately the same locations, at a depth of zero to six
inches.
At the request of IDEQ, on August 27 a trench was excavated in the bottom of the
aeration lagoon. IDEQ representatives were onsite to observe the excavation for
educational purposes. The trench was excavated using a one -cubic -yard, three -foot -
wide bucket on the end of a backhoe. The ground below the liner was heavily
compacted from years of water storage in the lagoon. The trench was excavated to a
depth of approximately 54 inches. Observation of the vertical trench walls showed soil
stain to a depth of 18 to 24 inches below the lagoon liner. Soils below 24 inches
appeared moist but had no discoloration or staining. Observation of the trench walls two
days later showed the soils' moisture content had changed significantly, but the staining
was still visible.
The samples below both lagoon liner were tested for volatile solids. These test results
were done to estimate the amount of organic solids found in the soils below the liners.
Test results should volatile solids to be less than three percent under the aeration lagoon
and less than two percent in the storage lagoon.
2.6 Results
Testing was performed on samples collected in the sections above. At the request of
the Hidden Hollow Landfill, TCLP and Paint Filter Tests were performed on all material
that was to be removed from the site. TCLP tests show the mobility of heavy metals in
solids and liquids. Tests were done to determine the migratory potential of the metals
and potential contamination of properties below the landfill. All TCLP results for the
biosolids came back below the EPA Method Detection Limit (MDLs). A copy of all test
results can be found in Appendix C. Paint Filter Tests are used to determine the
presence of free liquids in the sample. The Paint Filter Test for biosolids in both the
aeration and storage lagoons showed no free liquids present. Test results were sent to
the landfill prior to hauling the biosolids. As a result of these tests, the landfill agreed to
accept all material from the lagoons.
The same tests were done for the top six inches of soils expected to be hauled to the
Busy Bee gravel pit. Test results of these soils showed none detect migratory limits for
all tested metals. (These results can be found in Appendix C and are labeled as Big
Pond 2" and Big Pond 4".) As a result, Busy Bee accepted the soils.

Heavy Metals Test 503 and fecal coliform test were run on all material expected to
remain in place. All soil samples were compared to the Residential Screening Levels
(RSLs) established in the Decommissioning Plan. A summary of the test results is
shown in Table 1 on the following page.
Test results for all samples were within the parameters established in the IDEQ-
approved Sewage Lagoon Decommissioning Plan for the District wastewater lagoons,
except for two samples of arsenic and one sample of fecal coliform.
The two composite samples of soils to remain in place and collected above the storage
lagoon liner showed levels of arsenic above the established RATL of 5.5 mg/kg. These
results were 7.9 mg/kg for the zero- to six-inch sample, and 6.6 for the six-inch to liner
sample. In comparing these levels to the background levels of the adjacent property, it
becomes apparent that these arsenic levels are naturally occurring, especially
considering the arsenic levels of the biosolids in the lagoon were only at 3.4 mg/kg and
3.3 mg/kg for samples taken. The question then becomes, is it acceptable to leave the
soils in place with these arsenic levels?
While Idaho does not have any specific regulations for arsenic level in soils some of its
bordering states do. Washington has done several studies on naturally -occurring
arsenic and has determined the state average to be 7 mg/kg. This average is even
higher at 9 mg/kg for the Spokane Basin located in northeast Washington. As a result of
these studies, the Washington Department of Ecology has set cleanup levels at 20
mg/kg. Montana has also done studies of naturally -occurring arsenic and has found a
wide range of results. The 95% upper -confidence level for arsenic in the state is 40
mg/kg. The Montana Department of Environmental Quality has therefore set 40 mg/kg
as their arsenic limit. Multiple other states have set limits ranging between 20 and 40
mg/kg. Using the more stringent requirement of 20 mg/kg, the arsenic soil level of the
lagoons is well within an acceptable limit. This is also lower than the 75 kg/mg limit for
land -applied biosolids found in IDEQ's Guidance for Land Application of Municipal
Biosolids.
The other parameter above the established RATLs was the fecal coliform level of 1,900
in the soils zero to six inches above the liner. IDEQ land application guidelines for
biosolids set a limit of 2,000,000 for Class B biosolids. Additionally, the life span fecal
coliform in soils is relatively short. Several experiments have shown that high levels of
concentration return to background levels in less than 52 days. The property will be
closed to public use until after the property sale on October 23, 2014, seven weeks after
the contractor finished grading the site. The combination of these two items minimizes
the health risk to the public.

2.7 Final Closure
After all of the biosolids and liners were removed from the site, the contractor removed
all pipe inlets and outlets from the lagoon embankments. All pipe penetrations were
removed to a minimum of three feet behind the embankments. The contractor also
removed the concrete spillway between the aeration and storage lagoons, as well as
electrical wires used to power the aerators. After the demolition work was completed,
the contractor pushed all of the dirt piles from other District projects into the bottom of
the aeration lagoon and graded the bottom and sides of the lagoon.
On September 16, 2014, a substantial completion walkthrough was conducted at the site
with the contractor, District staff, and Ryan Morgan of Keller Associates. A few minor
punch -list items were noted, and the meeting was adjourned. After completing the
punch -list items, the construction access on the adjacent property was then removed
and the fencing restored to its previous condition. The contractor demobilized from the
site on September 26, 2014.
2.8 Final Costs
During June 2014, the District requested bids from contractors to perform the work
described in the approved Decommissioning Plan. A separate set of plans and
specifications was prepared for the bid process that included the Decommissioning Plan
and a portion of the QAPP as appendices. On June 17, the District rejected all bids and
elected to rebid the project. Bids were opened on July 15, 2014, and the District elected
to award the contract to Paul Construction, Inc. of Meridian, Idaho. Bid results were
based on a unit price for biosolids and soil removal, and lump sum for the remainder of
the project. A copy of Paul Construction's bid tab is included in Table 2 below.

issues. All work on the decommissioning project was done under their oversight.

The District currently employs two full-time employees. Gina Harris is the District
Clerk/Treasurer and oversees all billings, accounts receivables, and customer service
operations of the District. She has limited decision-making authority but reports to the
Board any issues at the monthly Board meetings. Gina coordinated with Keller
Associates on the general oversight of the project. The other full-time employee, Ken
Acuff, holds a Class 1 Operator's License. He was involved with operational decisions
during the decommissioning process and participated in the substantial completion
walkthrough.

lagoons. Jim Paul, owner of Paul Construction, provided construction management for

3.4 Testing
Analytical Laboratories, Inc. of Boise, Idaho, was contracted by the District to collect and
test all sampling for the site. Sandy Koch served as project manager for Analytical
Laboratories. She oversaw all sampling at the site, including the preparation of many of
Analytical Laboratory's SOPs. Analytical Laboratories maintains all required
certifications for testing and collection done in conjunction with the decommissioning
project.
3.5 Engineer of Record
Keller Associates is the current Engineer of Record for the District and provided
technical oversight during the decommissioning of the lagoons. Keller Associates also
provided construction observation for the project and maintained communication with the
contractor and District throughout the project.
