Dear Mr. Conger:
As requested, we have reviewed the site plan and estimated traffic data gathered from the Institute of
Transportation Engineer's 10'h Edition of the Trip Generation Manual to determine the anticipated trip
generation of the project and possible impacts on local streets. This letter summarizes the traffic impact
analysis (TIA) for the proposed Verado West Subdivision located on the southeast corner of Locust
Grove Road and Ustick Road in Meridian, Idaho, as shown in Figure 1. This is in response to a request
from Laren Bailey. The scope is based on information provided by him. This report is not required by the
Ada County Highway District (ACRD) and is not intended to be a full traffic impact study.

The project is a residential development consists of 28 townhomes and 105 single-family lots. A
preliminary site plan is shown in Figure 2 below. Primary access to the site will be by the continuation of
the stub road Park Stone Street from the Verado Subdivision to the east of the Verado West Subdivision.

The number of generated trips from the subdivisions is estimated by using the procedures in the Trip
Generation Manual, 10"' Edition, published by the Institute of Transportation Engineers. We will use the
number of dwelling units as the variable. The current edition of the Trip Generation Manual includes
townhouses with less than three floors under Code 220, Multifamily Housing (Low -Rise). Single-family
houses are categorized under Code 210, Single-family Detached Housing. The results are summarized
below.

We anticipate the trips from this site will disperse throughout the City of Meridian. The access to the site
from the roadway network will be via Verado Avenue, the connector of the Verado Subdivision to Ustick
Road. Southbound trips will utilize the southern connector from the Verado West Subdivision, as shown
in Figure 1. However, for critical analysis and conservative estimates, all of the Verado West Subdivision
traffic was sent to Verado Avenue to confirm no roadway segments with front -on housing will not have
more than 2,000 vehicles per day (vpd). We anticipate the primary destinations of site traffic will be to the
north, followed by destinations to the south. We anticipate that some traffic will use the local roads
through the subdivision immediately south of the project site. However, for critical analysis purposes
only, we assumed all newly generated trips will utilize the Ustick Road access.
Since traffic counts were not obtained, estimation of trips generated by the Verado Subdivision will be the
offsite traffic. Only 49 of the 122 units will travel the western local roads in question, with the remaining
73 single-family dwelling units utilizing Ringneck Street to the east of Verado Avenue to Delvin Way.
Table 2 summarizes the estimated offsite traffic volumes. The number and type of units in the Verado
Subdivision was gathered from the Preliminary Plat rendering of the Verado Subdivision from 2016.

Combining Table 1 and Table 2, a maximum of 2,349 vehicles per weekday are estimated to access
Verado Avenue. The daily volume on a local street may reach up to 2,000 per ACHD policy. However,
since the small connector of Verado Avenue does not have any front -on housing, the 2,000 vehicles per
day threshold does not pertain. The offsite weekday daily trips and Verado West's weekday daily trips
sum up to 1,658 vehicles west of Verado Avenue, less than the 2,000 vehicles per day permitted by
ACHD's policy. As mentioned prior, this is a conservative estimate since none of the trips generated by
either subdivision are entering or exiting from the south.
Based on this information, it is our opinion that traffic from this development will not have a significant
impact on the collector streets and local streets in the two subdivisions southeast of the intersection of
Locust Grove Road and Ustick Road. Should you have any questions, please call.
