Compass Charter School is an established K-12 charter school in the city of Meridian.
Compass began operating within the city of Meridian in 2005. Compass Charter
School’s initial facility, which currently houses elementary students, is located on Cherry
Lane between Ten Mile and Linder. The building was previously the Cherry Lane
Christian Church. Four years ago, Compass moved the secondary (6 -12) students to a
leased facility just south of the freeway. The lease on this facility will be ending in the fall
of 2019. Compass’s goal in selecting a location for the new secondary campus was to
stay close to the elementary facility, as many of our students live in the vicinity of our
elementary building and we share some staff between programs. The Cherry Lane
Campus is owned by the School. At this point in time , there are two potential directions
that the Elementary campus may take: Starting in 2022-23 the Elementary students
may move to the Black Cat Campus, which is the current plan for Phase 2. The other
option would be for the Elementary students to remain at the Cherry Lane Campus. For
the purpose of this analysis, we are figuring parking requirements with the Elementary
Phase 2 impacting the project year 2022-23. This would be the maximum parking that
could be required on site.

Based on current demographics, about 60% of the students are bussed, 40% of the
students are driven (parent or student), 25% have a sibling in the middle/high school,
35% have a sibling in the elementary school and 100 of the high school students drive.
The maximum students driving is anticipated to be 150 at peak enrollment.

Per the City of Meridian Unified Development Code 11-3C-6.B the Required Number of
off street parking spaces in all commercial districts is one space for every five hundred
(500) square feet of gross floor area.

Based on enrollment predictions and experience at the existing secondary and
elementary campuses, the school estimates its needs for parking as shown in the table
below:

Our current Phase 1 site plan shows 164 spaces including 6 barrier-free which exceeds
the required amount of 137 spaces.
Phase 2 will include approximately 120 spaces across the collector road which will be
utilized primarily by staff during school hours and as overflow during events.
EVENT PARKING
The school does occasionally have events in which they anticipate the ultimate parking
need when fully built out to be 200 to 250 spaces. Phase 1 is in the lower range and
phase 2 the upper range of these numbers. During events, the drop off lane as well as
the bus loop will be utilized as parallel parking adding around 40 spaces. Phase 2 will
add approximately 120 spaces which can be utilized as overflow during events.
SUMMARY
The table below summarizes the code required, school needed and provided parking by
phase as well as the event parking. Based on the analysis completed, Compass
Charter School feels the site plan accommodates the parking needs for the school.
