Harris Street. Located directly south of Biltmore Estates Subdivision, the original preliminary plat (PP15-012)for Graycliff Estates Subdivision was approved on October 6, 2015. The Development Agreement (Instrument No. 2015-112095) was signed by the Meridian City Council on December 8, 2015, and annexation and zoning (AZ -15-012) were approved by the Meridian City Council on December 15, 2015 (Ordinance No. 15-1666). A time extension for the preliminary plat was approved by the Meridian City Council on October 17, 2017, as the developer was reevaluating current development needs and wanted to keep his options open. Due to the rising cost of materials, labor and lots, potential homeowners are being priced out of the market due to the prohibitive cost of the larger lots. Having a wider variety of lot sizes will accommodate more needs and provide a greater range of options. The proposed preliminary plat is consistent with the originally approved development with the adjustment of lot sizes and the addition of 15 single-family lots. The applicant is proposing a revised preliminary plat for a diversified project consisting of 134 single-family residential lots, 2 multi -family residential lots, 9 common lots, 1 driveway/ common lot and 1 City well lot on 52.46 acres. Zoning designations of R-8 (Medium Density Residential, 36.66 acres) and R-40 (High Density Residential - 15.8 acres) were approved in 2015. The overall project gross density including the multi -family and single-family dwellings is 6.82. The net and gross densities of the single-family residential area are 3.23 du/a and 4.14 du/a, respectively, while the net and gross densities of the multi -family portion of the project are 14.18 du/a and 19.18du/a, respectively. The multi -family development is anticipated to consist of 224 units. All streets will be public and designed in accordance with Ada County Highway District public street standards. All streets and storm drainage facilities will meet the requirements of the Ada County Highway District. The applicant will extend utilities to and through this proposed development. Sizing and routing will be coordinated with the appropriate entities. The developer is proposing two pocket parks that will be improved with an amenity. The amenities include playground equipment and yard shuffle board. The developer will be installing approximately 1,720 linear feet of a ten -foot -wide multi -use pathway within the 75 - foot -wide Williams Pipeline corridor, along with sprinklers and grass. A 1.77 -acre common lot located north of the collector road, Harris Street, is intended as a portion of a future city neighborhood park. The park will be a consolidation of open space from the Biltmore Estates, Graycliff Estates and Brundage Estates developments. The eligible open space within the development makes up 8.85 acres (16.87%) of the development. The developer will provide sprinklers, trees, grading and hydro -seeding or drill -seeding of common areas to provide recreational opportunities for all residents of the subdivision. The applicant is applying for alternative compliance to the standards listed in UDC 11-5B-5 because no trees are allowed within the 75 -foot -wide easement for the Pacific Northwest Pipeline. The multi -use pathway and associated small plantings will be built within the easement, with grass planted on the remainder of the lot. Approximately 28 trees would be needed along the multi -use pathway and within the common area. The applicant will incorporate additional trees with the final plat landscape plans and contribute trees for the future neighborhood park at the time the park is developed. Central sewer is provided by extension of the 8 -inch main line in Biltmore Estates through the project. Water service is available to the site with extension of the 12 -inch water main installed by the City in Harris Street, with eventual connection to Well No. 32 as a secondary source. The Sundell Lateral traverses the property; it is the intent of the developer to relocate and pipe the facility. Construction plans for the Sundell relocation have been approved by the Boise Project Board of Control and are awaiting approval by the U.S. Bureau of Reclamation. The Tumbler Lateral is located along the east boundary of the parcel. The developer will pipe the Tumbler in its historical alignment. The project will be served by the pressure irrigation pump station constructed adjacent to the Tumbler Lateral, which also provides irrigation water to Biltmore Estates. The project offers a variety of lot sizes, ranging from 11,634 square feet to 6,800 square feet. The average lot size within the project will be 7,873 square feet. The project offers amenities for the neighborhood while still providing a medium urban density development as designated within the Meridian Comprehensive Plan. The applicant is requesting modifications to the original development agreement to reflect revised dates, current lot counts and amount of open space provided. It is our understanding that a new Exhibit A will be prepared, and we have also listed conditions contained in the original Exhibit A for which we are requesting changes, as follows: Page 3 - 5.1 a. Direct lot access to W. Harris Street and the north/south street along the west boundary, both collector streets, is prohibited in accord with UDC 11-3A-3, except for Lot -12, Block 2 (the multi -family lot) which shall be allowed one access via W. Aikens St., Suite B Eagle, ID 83616 RE: Soil test holes on Laidlaw property site On April 12th we described five test holes on the approximately 60 -acre property located north of the farmstead at 510 Amity Road. The purpose of the investigation is to evaluate soil and groundwater conditions on the site and for suitability for storm drainage facilities. Detailed soil profile descriptions and a map showing test hole locations are attached. In each test hole a strongly cemented, nearly impermeable hardpan was present at a depth of 28 to 46 inches in all profiles. The hardpan layers ranged from 24 to 70 inches thick. Beneath the hardpan is sand or sand and gravel that extends to more than 15 feet below ground level. On test holes 7,9 and 10 excavation was terminated before breaking through the hardpan due to digging difficulty. No free water or evidence of wetness was observed in any soil profiles. It should be noted that these test holes are very similar to the 5 excavated on the same day on the adjacent property to the east. PVC pipes were installed in the test holes to allow for measuring levels of potential groundwater. These will be measured on a biweekly basis throughout the irrigation season. You will be provided with a mid-season report in July and a final report on groundwater activity in October when irrigation activity has ceased.
