From: Christy Little, Planning Review Supervisor Subject: Compass Charter School Checklist ACHD staff have reviewed the School Checklist for Compass Charter School. Comments are listed below: 1. ACHD policy does not require school zone flashing beacons at all schools. Flashing beacons are intended to draw attention to reduced speed zones and students traveling by bike or foot. Due to the nature of the school’s type and location, few students are anticipated to walk. Flashing beacons at this location are not recommended at this time. This might need to be revisited in the future as the area around the proposed school develops. ACHD will further evaluate the recommendation to sign the signal at the intersection of Black Cat Road and Franklin Road as a school crossing. 2. It does not appear that turn lane warrants were completed for the proposed access to Franklin Road. A right turn lane warrant should be completed. The checklist also does not include the anticipated number of vehicles that will use the Franklin Road access. 3. Item 15 states, “The proposed plan is to have vehicles enter the site from N Black Cat Road from the south access point and exit from the north access point.” Based on other statements and the included diagram, it is assumed that vehicles are intended to enter the site from the Franklin Road access point and exit from the Black Cat Road access point further to the north. This should be clarified. 4. The south access/Franklin Road access will be right -in/right-out only. The checklist states that this is the intended entry point. The bus drop off is also on the south side of the site. Is it feasible for all six bus routes to utilize a right-in/right-out access point? ####
