Broadway Avenue Meridian, Idaho 83642 Development Application H-2018-0042 MDA Project Name TIMBER CREEK RECYCLING Project Location 7695 South Locust Grove, east of SH-69 milepost 5.36 Project Description Amendment to the Development Agreement to allow the expansion of the existing recycling business to allow a commercial composting component. Included is the recycling of additional materials, utilization of equipment and activities necessary for composting, modification of the property to include a weather station, scale house, bathroom with a septic system, storage shed, leaching ponds and berms; parking of delivery trucks and heavy equipment and marketing and sale of processed recycling materials including but not limited to mulch, compost, bark, playground chips, sand, stone, etc. for Timber Creek Recycling Applicant Miguel Murgoitio The Idaho Transportation Department (ITD) reviewed the referenced development agreement modification application and has the following comments: 1. This project does not abut the State highway system. 2. If the new development at full build out generates 100 or more new trips in the peak hour or 1000 new trips in a day, a Traffic Impact Study (TIS) reflecting full build out of the site will be required. ITD needs more information on the trip generations to determine what mitigations, if any, that the applicant may be required to construct on the State Highway system. Any necessary mitigation for traffic impacts identified by the Traffic Impact Study shall be the responsibility of the applicant to install. ITD reserves the right to make further comments upon review of any submitted traffic generation data or other documents. 3. ITD does not object to the amendment to the development agreement to allow the expansion of the existing recycling business and add a commercial composting component as presented in the application provided the trip generations are below the quantities called out in item two of this document.
