Cherry Blossom OppositionPetition to Denv Proposed Development at 615 W Cherry Lane Residents of the City of Meridian petition the Mayor, the Planning and Zoning Committees to deny the proposed development plan known as "Cherry Blossom Place" ("CBP") located at 615 W. Cherry Lane. The proposed plan is incompatible and residents are concerned about: neighborhood infrastructure capacity removal or destruction of the 72 year old house and the old trees lack of traffic to downtown Meridian; placement of exits from the development impact upon the environment and our enjoyment of our homes and yards quality of our neighborhood Compatibility Lot Size is currently zoned R-4. We request it stay at that development level. How many other code revisions are being requested? This is a choice of quality of open space verses quantity of 55 -plus patio homes. Patio homes exist just behind Albertson's on W Cherry Lane. This is not needed within our family neighborhood. 55 -plus patio homes have been developed further north on N. Meridian Road and can be developed in other areas that are not encapsulated by an existing neighborhood. This infill plan is isolated and not embracing of the neighborhood in which it would reside. The proposed right of way configuration does not promote pedestrian or bicycle travel. Existing houses in the area are one-story 1200-1500 square feet and family homes with basements ranging from 1,800 to 2,600 square feet. All have good sized yards. In the current market they sell for $150,000 to $210,000; at thirty percent (30%) above this price, a 1,200 square foot new build would be $208,000 and an 1800 square foot $273,000. What are prices for these homes? How will this increase assessments and increase our mortgages? Cherry Blossom Place Development Plan Oben Space At 7.2 percent open space the development plan does not provide natural open space. The developer included common drives and cement walkways in the calculation of open space. Infrastructure 1. Will our services (electric, sewer, cable, internet, land -lines) be down? We pay for services on days they are not available. 2. The developer will create newer services for CBP. How does this affect our older services? 3. Internet can be spotty during peak use. CBP residents will expect good service. Is the developer adding infrastructure to enhance service? Water Irrigation a. Loss of open water means a loss of habitat for the family of ducks that return every year and have ducklings; this is a loss to our neighborhood, especially the children. b. Construction Storm Water Manager Program (CSWMP) indicates written permission is required from each homeowner to bury the irrigation ditch. 11 Page Petition to Deny Proposed Development at 615 W Cherry Lane Amenities Developer proposed two amenities; only one benefits the existing neighbors: 1. Clubhouse for the residents of the development 2. An 8.1 foot wide walk-through for school children that .runs between two (2) homes in CBP and two (2) homes located on N Crestmont Drive. Entrances/Exits/Common Drives/ Wa1ways W ChgLir T Lane Setback should be increased twelve (12) feet for a turn -in lane for east bound traffic to enter CBP and N Crestmont Drive. Adding more space can provide for future commercial expansion on W Cherry Lane. 1. NW 7`" Entrance setback is too close to the irrigation ditch and grating. The NW 7'h Street boarder for CBP needs to be set back to add sidewalks. Sidewalks will be installed in the neighborhood; developer should anticipate this upgrade. 2. NW 7`h Entrance is too close to the NW neighbor's property and does not permit a full sidewalk to NW 7h Street. 3. SE Common Drive right-of-way is too close to the abutting neighbors and needs a six (6) foot setback with tall, narrow vegetation to screen for noise, auto pollution, dust, and so forth; or require a 6' fence for privacy. 4. Flag lots do not promote connectivity with the existing neighbors. 5. Service vehicle access, ten (10) feet, has not been provided to maintain and upgrade the pole lines and other infrastructures. 6. The eight (8) foot wide walla -through between houses may be adequate for school children however: a) Will this walkway be open 24 hours a day, 7 days a week? Will it have an automatic gate that closes and locks/unlocks so it is open only when needed? b) Will it be lighted? If so, will the lights have a solar sensor to turn on and off? c) Will it be monitored by a camera? d) Will it have a cover that prevents items from being tossed into abutting yards? e) Is it also intended as a means for CBP residents to walk to "Destination Downtown"? f) What will the impact be on abutting neighbors? Environment Loss of wildlife —birds of prey use the power lines and pole to hunt the open field. Every spring a family of ducks returns to the irrigation ditch to set a nest, hatch eggs and raise their ducklings. This is one of the reasons a family just bought a house. Loss of old trees along W Cherry Lane Destruction of 72 year old house along W Cherry Lane; this architectural style is quickly being lost in Meridian. As Meridian continues to grow it is important to preserve as many historic homes, like the McFadden's, as are structurally sound. This is an odd shaped lot; it does not lend itself to development to the extent proposed. Parts of the lot, due to the shape, are not ideal for housing units (i.e. the use of a cul-de-saq, common drives). 31Page Petition to Deny Proposed Development at 615 W Cherry Lane So much asphalt, rooftops, and loss of grassland will generate a heat sink in the summer and a cold sink in the winter; this will add to utility costs and stress the existing neighbor lots. On such small lots, what street trees can be planted that will provide shade and reduce heat sink? The noise of 59 garage doors opening and closing; 105 cars warming up and leaving the development will be noticeable. So will patio parties less than 20 feet from our fence lines. It will be difficult to transform such a dense development in the future. We ask that Committee members consider how many other areas already have high density zoning and are likely to be developed with patio homes. This unique property deserves a unique development that respects existing neighbors. Residents on NW 7"' Street will experience overshadowed gardens and yards. All abutting neighbors will feel the loss of this open space if this development goes forward. We are concerned about the rezoning of Meridian's Old Down Town neighborhood and want to preserve and protect low density zoning now in place. The new Cherry Blossom Subdivision developer's request will result in higher density than is not in keeping with many of the Key Community Values as defined by Meridian's comprehensive plan some of which are: 1. Manage growth to achieve high-quality development. 2. Enhance Meridian's quality of life for all current and future residents. 5. Protect Meridian's self-identity. Furthermore, in this specific area many problems from a development of this type will ensue. 1. The deterioration of the 60 -year history and identity of our Neighborhood. 2. There will be an increase in noise, pollution, and a loss of habitat for the kestrels, red-tailed hawks, and occasional peregrines, as well as flickers, doves and song birds. 3. There will be additional traffic on Cherry Lane, W. 7th, W. Washington, N. Crestmont, W 4th, N. Meridian, and Pine. 4. This additional traffic will impact school children going from home to school and back. 5. The impact will also have adverse effects on the consistent flow of neighbors who enjoy walks and bike rides through the existing neighborhood with their children and pets. Whereas, we believe the City of Meridian should require neighborhood support for this residential rezoning, Whereas, we further believe the City Council has been elected to represent the interests of its citizens and the City, We believe the above concerns are valid and therefore respectfully request that Meridian City Council integrate our concerns into thoughtful growth and development of Meridian's historic downtown neighborhoods.
