RE: H-2018-0018 RZ, PP CHERRY BLOSSOM SUBDIVISION
The Idaho Transportation Department (ITD) has reviewed the rezone and preliminary plat applications
by Doug Jayo of Jayo Land Development Company Inc. to rezone from R-4 to R-8 and approval for
Cherry Blossom Subdivision consisting of 60 building lots and 10 common lots. The site is located at
615 West Cherry Lane, north of I-84 milepost 43.26. ITD has the following comments:
1. This property does not abut the State highway system.
2. This development will gain access to the State Highway system at the I-84/South
Meridian Road interchange. The City is reminded that the I-84 corridor is already
congested. This project will increase the number of vehicle trips in the corridor. ITD
has no current funding assigned to mitigate traffic congestion in the I-84 corridor in this
area.
3. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State
highway.
4. IDAPA 39.03.60 governs advertising along the State highway system. The applicant
may contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way
Section at 334-8832 for more information.
5. ITD does not object to the rezone and preliminary plat application as presented.
