03-27 Russ StanleyWe will not be able to attend the Public Hearing on 4/3/18 for the purpose of reviewing this project and wish for our voices to be heard, hence this email. A major sticking point for us is that if the South West corner of Chinden and Ten Mile had been developed as is now proposed when we were looking for a new home, we would not have purchased in Bainbridge. The attached drawing is what we were “told and sold ” when we were looking at a new home in this area. We realize that it is not the city’s job to police the developer, in this case Brighton, but the original use of the land, per the attached, is much more consistent with the overall area than a big box store and considerably higher density residential than this plat indicates. We purchased a new home in the Bainbridge subdivision a year ago last October and prior to purchase were told that the Southwest corner of Chinden and Ten Mile was going to be a small commercial project of about 10 acres like the attached indicates. We understand private property rights and the fact that the owner of a property can petition the city and/or county for annexation and rezoning of said land, but the plans we see for this aggregate area of about 78.33 acres is a far cry from 10 acres and is simply beyond reason in a residential area like this. We are not against a Costco store per se, but are strongly opposed to any annexation and rezoning that will open the door for an aggressive development such as this which will have a monumental negative impact on the quality of life in a residential area such as what is proposed. We attended 2 informational meetings over the past few months to hear what was planned and found informati on about the traffic study that was done. It is our understanding that the proposed Costco store will approximately double the traffic on Chinden Boulevard (Hwy 20-26) in the area and also likely double the traffic on Ten mile road at Lost Rapids. Lost Rapids is already being used by drivers heading south from Spurwing Greens and others heading East on Chinden in order to avoid the traffic light at Chinden and Ten Mile, and this Lost River volume of traffic will likely increase exponentially by between 3,000 and 5,000 vehicles daily according to the said traffic study. The proposed improvements to Chinden boulevard and Ten Mile Road will undoubtedly improve the traffic around the commercial development somewhat, but can only partly mitigate the added congestion and traffic that the Costco will generate. The fact is that Chinden is already clogged with traffic for several hours a day already. These traffic estimates may not include the increase in traffic that will be generated from the requested zoning change of residential land owned by Brighton Corp that was R-8 now proposed to be R15 and R-40. Brighton told those attending the informational meetings that although they were requesting this higher density, they would not develop the full number of living units allowed under that zoning, that it was more for ascetics and setbacks allowable under the zoning requested than density plans by Brighton but of course, this remains to be seen. The city of Meridian recently completed the new Keith Bird city park on th e south side of Lost Rapids which will be used by many in the City along with neighbors that live in Bainbridge. The increase in traffic on Lost Rapids gives rise to the likelihood of vehicular accidents involving our children and grandchildren who will be using the park and walking or riding bicycles along Lost Rapids in order to access the park. The other 2 Costco stores in the area, specifically Nampa and Boise, are more reasonably placed; both are near the freeway with good access to the stores and both are in a commercial area not surrounded by residential subdivisions and homes like the proposed one in Bainbridge. With so many other commercial areas in Meridian with open sizable lots, to put a development like this in a residential neighborhood is ludicrous. In closing, this requested annexation and rezoning may be the “highest and best land use” for the owners and developers of it, but it is clearly not in keeping with this residential neighborhood. We feel betrayed and mislead. This is clearly a bait and switch tactic that should not be tolerated! We beg that the due process will not reward this bad behavior.
