03-27 Val Daigle1 Christopher Johnson From:Val Daigle <vdaigle@gmail.com> Sent:Tuesday, March 27, 2018 4:24 PM To:City Clerk Subject:H-2018-004 Lost Rapids Application (Costco/Bainbridge N) As a resident of the Bainbridge community, I am writing in opposition to the subject application to annex and rezone the area bordered by Ten Mile Rd, Chinden, W Lost Rapids Dr and N Tree Farm Road. First, I wish to remind the Council that a Comprehensive Plan was approved that included input not only from the City but developers and builders as well. That plan was designed to manage future growth in a reasonable and efficient manner. Applicants are requesting that they be allowed to deviate from this at the expense of existing homeowners. Approving a Mixed Use - Regional zone right in the middle of a residential community is not reasonable or appropriate. No other residential community contains a large commercial warehouse utilizing a residential street. Traffic studies completed by the developer indicate that daily traffic count will likely increase by as much as 11,000 trips. Traffic exiting Costco needing to go west, will use the planned exit onto W Lost Rapids Dr to N Tree Farm and ultimately Chinden Blvd. A significant number of this daily increase will be using a residential community street that was not designed to handle such high volume traffic. The City just opened Keith Bird Legacy Park in our community. As we grow, many young children will be using that park on W Lost Rapids within a stones throw of the Costco location. The increased traffic from Costco on W Lost Rapids will jeopardize the safety of the children playing there. What other City park has such a high volume of traffic within feet of it? The COMPASS plan identifies Chinden as an east-west expressway from I-84 in Caldwell to Eagle Rd. That is one step up from Eagle Rd which is identified as a major arterial and one step below an interstate. Approving MU-R and CG along Chinden/Hwy 20-26 you will set a precedent. Chinden will operate just like Eagle Rd and that will be another traffic nightmare. Current and near-term planned infrastructure does not and will not support the high traffic volume that is estimated to be generated on Chinden and Ten Mile. The residential communities within one mile of this project will be inundated with traffic. There are other less impacted areas available for Costco to find. It is Costco’s responsibility to prove why they should be allowed in this specific location counter to the Comprehensive plan. It is their responsibility to find the most appropriate location, not ours. There are certainly MANY other locations within Meridian that do not massively impact so many homeowners and that will meet the needs of the City as well as Costco. The developer did not make it known those purchasing homes in this area that a Costco was planned. I, like many others, would not have purchased our hom\es (a) if Costco were already here, or (b) if we knew that Costco was to be built on this site. I have attached two photos of Brighton Developments own brochure for Bainbridge that shows that Bainbridge North - Phase 2 was to be “Future Medium Density Residential”. This was in keeping with the City’s Comprehensive Plan. 2 I urge you to consider the ex isting homeowners who purchased homes before any talk of Costco existed. Do not approve this application. Encourage Costco to find a suitable location that is NOT within the boundaries of an existing residential community and that better access can be obtained. Respectfully, Val J.
