Seacliff Ave. Meridian, ID 83646 Costco -Concerns & Recommendations to Plan submitted by Developers I would like to list some concerns and submit some recommendations to the Costco plan submitted by the Project Developers. In the discussion below I will use the term Costco Mall to refer to the Costco Store, Costco fuel depot and the surrounding future business / retail stores / restaurants. Concern #1 The plan submitted uses neighborhood roads to support incoming and outgoing traffic for Costco Mall. Since the developer put an entrance to the Costco Mall on W. Lost Rapids Dr. more vehicle traffic will take place on this street (other than normal neighborhood traffic) and other neighboring streets to support customers coming from Meridian, Garden City, Star, Emmet and Garden City. Lost Rapids Dr., both east and west of Ten Mile Rd will see a substantial increase of traffic as customers try to find a quicker way into and out of the Costco Mall. During the Christmas Holidays I can envision traffic from Linder Rd. going through Lochsa Falls Subdivision and traffic from Black Cat Rd. going through BainBridge Subdivision to get to the Costco Mall since Ten Mile Rd. and Chinden Blvd. the traffic will be backed up. can envision that the city will have to have police officers directing traffic during the holidays to help reduce the bottlenecks on Ten Mile Rd. and Chinden Blvd. (this happened in a city I came from where a Costco was built in a neighborhood). Concern #2 The plan submitted does not have enough traffic lights to support customers entering and leaving the Costco Mall. A car travelling north on Ten Mile will not be able to enter Costco Mall at the east entrance since it will be very difficult (if not impossible) to make left turn into the Costco Mall. A car leaving the Costco Mall on the north entrance will not be able to easily go east and impossible to go west on Chinden Blvd. This looks like only an entrance to the mall will be available (right turn lane off of Chinden Blvd. only, really can't tell since developer didn't show details of this entrance). Concern #3 Which entrance(s) does the Costco Mall use to support the big rig trucks (What size of trucks does Costco use?) to stock their stores. Will the entrance(s) support RV's and construction vehicles with trailers trying to use the Coscto fueling station? Recommendation #1 Close off the entrance on to W. Lost Rapids Dr. to eliminate Costco Mall traffic on neighborhood roads. �' •1111'1. •1 G Install traffic light at east entrance and Ten Mile Rd. This will allow cars leaving Costco Mall to get to Chinden Blvd and allow cars to enter Costco Mall from Ten Mile Rd. �' •1111'1. •1 G Install traffic light at north entrance to Costco Mall. This will allow cars traveling east or west on Chinden Blvd to enter the Costco Mall and also allow cars leaving Costco Mall to go east or west on Chinden Blvd. Comment It is really disappointing that Costco picked such a poor location for their store. I think if Costco does persuade the City Council to approve the plan "as is" then Costco will end up closing the store in the near future as customers will not want to deal with the traffic trying to get to and leave from their store. There are other locations nearby that would provide better traffic flow, like the lot at McMillan and Ten Mile (across from Walmart) or Hwy 16 and Chinden Blvd. or even Linder Village where they originally showed up on that plan. I urge the City Council to send plan back to Planning Dept and have developer submit an improved /better plan that will support the Costco Mall traffic.
