Cherry Lane, east of W. 7th Street in Meridian, carrying an R- 4 zone. The land is to be rezoned for medium density single family residential, R-8, and anticipates a demographic of 55 years and older. This preliminary plat conforms to the requirements and provisions of the UDC, as well as acceptable engineering and surveying practices and local standards. Additionally, the preliminary plat of this project incorporates 7.2% of the required 10% required open space. To mitigate for that difference, Jayo Land Development Company, Inc. is proposing a secondary site amenity made available to residents. In addition to a clubhouse, a gym will be incorporated into the development. The development of this site requires that open space be provided at the rate of 10%, or greater, the total area of the site per UDC 11-3G-3. Due to the proposed demographic of the site, the developer would like to apply for an alternative compliance to this requirement. We feel that an additional amenity located within the proposed clubhouse would better serve the anticipated demographic than exterior open space square footage. The current preliminary plat indicates a total of 7.2% of the total site area as being open space with 4.2% counting as qualified open space per UDC 11-3G-3 Section B description. The development is to include a clubhouse on site, serving as the primary site amenity for tenants, as well as landscape buffers along adjacent roadways, large open turf areas and pathway continuations from adjacent subdivisions per the pathway recommendations of the city. We have proposed a secondary amenity to be included in the clubhouse to mitigate for the lack of open space required by the UDC. The developer would like to propose a gym within the clubhouse as said secondary amenity. We feel that the gym would provide a more usable space for the anticipated tenants for the development. Page 1 of 1 1309 South Five Mile Street File # 18105-A Boise, Idaho 83703 Re: Geotechnical Feasibility Letter Proposed Subdivision — McFadden Property 615 West Cherry Lane Meridian, Idaho Doug: On March 28, 1017, SITE excavated three test pits on the referenced property. These test pits were excavated on a single parcel (#S1212120850) located on the south side of Cherry Lane, just east of NW 7th Street. The client provided an address of 615 West Cherry Lane for the subject property. This was confirmed on the Ada County Assessor's website which also indicated the property includes 9.25 acres. Our onsite test pits extended to 10 to 11 feet below the ground where the dry, sand and gravel materials were sloughing faster than could be excavated. Ground water was not encountered. The presence of existing subdivisions surounding the property on all sides indicated that groundwater has not prevent development. Additional research was performed to further evaluate the depth to groundwater. Research included reviewing published geotechnical data and well logs on the IDWR website database. The Ada County Soil Survey, (US Soil Conservation Service) indicates the onsite groundwater should be greater than 80 inches below the existing ground surface. Wells logs reviewed on the IDWR website also indicate the groundwater is greater than 10 feet deep. Numerous wells at the Jackson Station across Cherry Lane (522 West Cherry) indicate groundwater is 12-15 feet deep. Wells at 4th & Cherry Lane and 1158 W. 7th Street are east and west of the subject property and indicated the static groundwater is 11 and 9 feet deep respectfully. Preliminary research indicated that groundwater is deep enough on the subject property to allow construction of the planned development. We look forward to assisting with your geotechnical needs as this project proceeds to the design phase. A complete geotechnical recommendation report will be prepared as soon as your proposed layout is confirmed.
