I would like to mention that while Costco has easy access to thousands of
"members" in our area, the residents in Bainbridge find communicating with each
other far more difficult. Their HOA is still held by their developer who also
happens to be the developer proposing this project. I work with a coalition of
homeowners and asked the developer to allow a simple but very unbiased survey to
be sent to the HOA. They refused. Some consider this to be a conflict of
interest and while it may be quite legal it doesn't feel quite ethical.
One of the harsh realities in this situation is that until VERY recently, the
community's website continued to show "medium density residential". That
probably changed in just the last couple of weeks to reflect this project. Anyone
looking at the FLUM would expect some commercial at the corner and homes on the
rest of the property. None of us expected a 168,000 square foot (and unsightly
warehouse) to be proposed in the middle of a solidly residential area.

According to the comprehensive plan, any change to the plan is required to "Protect
existing residential properties from incompatible land use development on adjacent
parcels." Also, "Non-residential buildings should be proportional to and blend in
with adjacent residential buildings." Approving this change to the comprehensive
plan does not meet either of these criteria.
Please deny the change to the comprehensive plan.

Hi Sue, sorry for the delay in my response.
Thanks for your email, I love hearing from our citizens on the issues that matter
most. I too am a Costco member and received their letter encouraging citizens to
make their opinions known. Your note is only one of the over 1,000 emails I have
received both in favor and opposed to the proposed development!
It’s important to note this is an ongoing, active land use application. As such I’m
prohibited from commenting on Costco’s plans or anything related to their
application while not on the public record, this includes the proposed road
improvements.
That said, I encourage you to follow the process on this application. If you have
additional questions please don’t hesitate to reach out. In addition we stream all
public meetings on the city website, should you want to watch from home.
Again, thanks for reaching out. Meridian is fortunate to have so many caring
citizens.

Subject Costco/Change to City Comprehensive Plan
Message We received a letter from Costco yesterday asking its members to write to you to
advocate for a new warehouse location at Ten Mile and Chinden. They told their
members about the two neighborhood meetings, did not mention that they are
required by law to hold them, and would have the reader believe that they
successfully addressed the concerns of those in attendance. I was at both meetings
and will tell you that they did NOT successfully address the concerns of those in
attendance. Further, the fact that they have the ability to communicate so easily with
their memberships and solicit these letters is an unfair advantage to those of us who
live in the community. I've checked out many of the letters to the city and in almost
every case the writer in favor of the Costco lives several miles from those of us who
will have to live with its consequences.
They will not bring family wage jobs to Meridian. Their average wages are easy to
find online, as is what is considered a family-wage for Ada County. They m ay hurt
property values for the hundreds and hundreds of families who have, in good faith,
brought their families, their hopes, their dreams and their treasure to Meridian and to
the neighborhoods surrounding this proposal. I doubt anyone will chose a hou se in
one of our neighborhoods because there is a Costco but I can tell you there is already
evidence that people will NOT buy in here because of the change in the livability for
our community. That means reduced property values.
We have collectively invested hundreds of millions of dollars in our homes in this
community. I hope that our concerns will be given great weight as you make this
decision. Please, deny the change to the comprehensive plan that would change the
entire nature of our community. This would be a bad land-use decision. It will not
"...sustain, enhance, promote and protect elements that contribute to the livability and
high quality of life for all Meridian residents." It will do us harm.
