Subject Costco at Ten Mile and Chindeen
Message At one time I supported but now I have come to oppose the new location for Costco
as it's long term effect on the traffic and quality of life for the surrounding
Community. #1 Having the main entrance on Lost Rapids is going to add greatly to
the traffic on Lost Rapids not only from the current and future residents but from
shoppers that will look to cut thru Lochsa Falls, Kelly Creek etc. to avoid the
inevitable log jam at Ten Mile and Lost Rapids. (Linder to Cayuse to Long Lake to
Wolf Rapids to Lost Rap ids as well as McMillan to Goddard Creek to Wolf Rapids or
one more block to Tango Creek By Willow Creek Elementary to Lost Rapids). There
are two hazards one being the fence that blocks out the seeping curve on Tango Creek
(Many near misses with cars parked there- then to the dog leg to the left at Seacliff
which has a large concentration of young children. Any signage that prohibits such
vehicular movement will be ignored unless you station the police there everyday
which we know will not happen. #2 The Church on Lost Rapids and Ten Mile will
add to the problem on Sundays. #3 On Friday's and Saturdays in good weather Heroes
Park is full of kids (with parents & Grand Parents etc) playing Soccer and other
activities that fills the available parking so that the overflow now park on Ten Mile
which we know will be gone when Ten Mile is widened. That overflow will now go
into the neighborhood negatively affecting the residents. And some of that overflow
to Costco itself, limiting the available parking there. Again any signage will be
ignored. What little is there is temporary and ignored already. #4 The traffic at Ten
Mile and Chinden is already very heavy. The existing neighborhoods many of which
still have more housing to go in and the inevitable new ones, are going to add to the
traffic in addition to the people from Star, Eagle and surrounding communities. And
most of that traffic will go to the main entrance on Ten Mile and Lost Rapids. That
along with the future housing and business' along Chinden to the We st/Northwest will
add potentially thousands of cars going not only to Costco but towards the business'
on Eagle and elsewhere. #5 In the Winter going from the East side of Lost Rapids
onto Ten Mile is a challenge as ice always forms there in the cold weather making it
an adventure getting onto or across Ten Mile. Any improvements made for this
location will be inadequate in the near future.I lived in big cities most of my life and
have seen the kind of nightmare traffic that goes along with poor planning. Hwy 16
and Chinden is a far superior location. Since it will be two years or so in the building-
there is plenty of time to get ACHD and IDT involved in the improvements
necessary for that location. If COSTCO is unhappy with that then they can go
elsewhere. The building and jobs are coming anyway along that corridor.. There will
also be other unforeseen consequence’s that will add to the problem
