Tree Haven Place City Meridian State ID Zip Code 83646-4977 Subject Rezoning Plans for Costco at Ten Mile/Chinden Message This message is to provide inputs regarding the proposed re-zoning plans to allow Costco to build at Ten Mile and Chinden Blvd. We welcome and are in favor of continued growth and additional tax revenue for the city. We are not against Costco building in Meridian but we strongly oppose this specific proposal and location for the following reasons: (1) It is proposed to be built in a residential area that was not zoned for this level of commercial size. This is unsafe for children and families in the immediate neighborhoods. There are multiple other location options that can be considered within Meridian City limits that are already zoned for heavy industrial/commercial and/or do not have residential neighborhoods established yet. Options include: Chinden/interstate 16; State and interstate 16 (or anywhere along that corridor), I84/Ten Mile area, etc. Why not leverage the empty land and large thoroughfare already built with Interstate 16? This would still provide easy access to Eagle, Star, meridian to Costco that Costco is interested in. (2) It will decrease the overall value of the Meridian. Spur Wing Golf club and the surrounding community adds value and prestige to the City. Placing Costco across the street will inherently increase traffic, congestion and decrease desirability. It will simply showcase the City's reactionary, poor city planning and take away from the overall attractiveness of the City. It will cheapen the overall appeal of the area. (3) The plans to widen Chinden and Ten Mile are insufficient and late. To plan to expand the infrastructure after or in parallel to building the Costco is negligent. The traffic is already horrendous on these 2 roads without any commercial structures. In addition, the plans to widen the roads will far from meet the need. The current traffic is already over the capacity proposed. We realize Meridian is the fastest growing city and change and growth are unavoidable. Its not that we are against change, but the lack of poor city and road/infrastructure planning to manage this growth is shocking. We understand our tax dollars went towards a comprehensive city zoning plan that is not being adhered to. By approving this change, you invalidate that plan and confirm that city zoning is 100% reactionary and based only on developer offer of funding. Zoning should be trusted that it cannot arbitrarily changed to heavy industrial/commercial simply because developers wave funding in front of the City. Sufficient road/traffic infrastructure should be a minim um standard that the City 3 demands. Poor city planning and management will gradually impact housing values and will impact sustaining the growth and investment in the City. Please look at the long term 'big picture' on what is best for the City vs. the offer of a short term investment. Let's find an appropriate location to gain the benefit of Costco while not sacrificing the long term value of the city and negatively impacting its residents.
