We are writing to express our concerns regarding the above referenced development application and rezoning
request for the Lost Rapids Subdivision.
My wife and I relocated from New Jersey to Meridian and in December 2016 we moved into our forever
Bainbridge home. We purchased our home from Brighton in the Spring of 2016. Earlier that year we
conducted our due diligence which included conversations with our Brighton Project Manager and Meridian
Community Development Department staff. All the information gathered indicated that the Lost Rapids
Subdivision property save the 15 acre parcel at the corner of Chinden and Ten Mile was designated as Medium
Density Residential on the Meridian City Future Land Use Map and was owned by the Brighton
Corporation. This information provided us with an acceptable comfort level, which led us to purchase our
Bainbridge home. The above referenced conversations made no mention of a proposed big box store (Costco)
and adjacent retail sites along with a high density residential component. We are heartbroken at the prospect of
having this type of development in the middle of the surrounding residential developments of Bainbridge and
SpurWing Green.
We have several concerns for both the Bainbridge and SpurWing Green residents:
1. Traffic: The proposed traffic plan requiring two ac cess points on Chinden Boulevard will be a nightmare for
the existing traffic flow on both Chinden and Ten Mile. Costco With over 750 parking spaces and a fueling

station, will only add to the existing congestion on both local and arterial roads. As the path of least resistance,
traffic on Lost Rapids Street and Tree Farm Way will increase dramatically. This path cuts through the heart of
Bainbridge and will promote cut thru lanes from Black Cat and from Silverleaf Roads.
2. Safety: Within Bainbridge th ere are numerous walkways, a childrens' play area and swimming pool provided
for the residents. In the Fall of 2017, a seven plus acre City Park was opened and is located directly across
Lost Rapids Street from the proposed Lost Rapids Subdivision. I just recently observed two 7-8 year old
children playing within 15 feet of Lost Rapids Street. Will they be safe if the development goes through?
3. Environment: The health of our community will suffer due to the increase in vehicle emissions and the
elevated noise levels due to both the increase traffic levels and the retail operations themselves.
4. Development: The proposed perimeter retail operations are not a given. The retail opportunity for small
businesses to thrive when located immediately adjacent to the Costco Warehouse operation is
questionable. The proposed high density residences is also suspect as it is there only to satisfy the residential
component required by the requested zoning. As for the proposed Brighton Over 55 Community, it wi ll provide
for higher density housing inconsistent with the existing Bainbidge Community and contribute to the traffic and
noise issues mentioned above.
We are opposed to the Lost Rapids Subdivision and upon your hearing both sides of the issues, ask you to deny
the application for the Comprehensive Plan FLUM amendment and annexation and rezoning.
