RE: H-2018-0003 BARAYA APARTMENTS
The Idaho Transportation Department (ITD) has reviewed the conditional use permit application for construction of
240 Multi-Family dwelling units and the preliminary plat application for construction of 13 multi-family building lots
and 3 common lots on 12.59 acres of land by Schultz Development for Endurance Holdings, LLC to construct the
Baraya Apartments on a parcel located south West Franklin Road and west of North Ten Mile Road, north of I-84,
milepost 41.70. ITD has the following comments:
1. This property does not abut the State highway system.
2. The City is reminded that the I-84 corridor is already congested. This project will increase the number of
vehicle trips in this corridor. ITD has no current funding assigned to mitigate traffic congestion in the I-84
corridor near this location.
3. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway.
4. IDAPA 39.03.60 governs advertising along the State highway system. The applicant may contact Justin
Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at 334-8832 for more information.
5. ITD does not object the conditional use permit application for construction of 240 Multi-Family dwelling
units and the preliminary plat application for construction of 13 multi-family building lots and 3 common
lots on this parcel as described.
6. ITD is working to release Ten Mile Road to the Ada County Highway District. Any work within the right-
on-way of Ten Mile Road in this area will require the approval of ITD and ACHD.
