ACHD Staff Signature of Approval: Signature: _________________________ Date: __________ Engineer of Record Professional Engineer Stamp: Baraya Apartments - Franklin Road Meridian MPP18-0005/H-2018-0003 ACHD Policy 7206.4.3 requires driveways on Collector Streets to be located a minimum of 440 feet from the intersection of the collector and signalized intersections. This request is to allow the entrance to the proposed apartment complex to be 400 feet from the intersection of N. Umbria Hills Ave and W. Franklin Road. None known Moving the entrance would not improve safety or convenience to the public and would unnecessarily complicate the construction of the project and operation of the access in the future. If the entrance were moved all the way to the proposed Canyon Drive, the intersection as a 'cross' would not operate as efficiently as the two 'tee' intersections would. This would negatively impact traffic from the planned residential subdivisions. No mitigation would be required as there would be no negative impact. Projected traffic for Umbria Hills will not require the extended stacking distance that the additional 40 feet (variance requested is less than 10% of requirement) would provide. There is no potential for future conflicts as this section of Umbria Hills will be fully developed with the Baraya Subdivision No. 2 and there are no other allowed accesses in this section of road. W. Franklin Rd Meridian The proposed location is consistent with previous development applications for this project, The proposed location is the logical placement for the access point as it meets sight distance requirements. Moving the entrance would complicate providing sewer service to the project as the topography and Baraya Subdivision No. 2 (under construction) require that the sewer main be stubbed to this location from the west.
