Hello -
I wanted to provide my feedback on the Lost Rapids/Costco project. I have a number of concerns
with the Costco going in at this location (I work at HP and travel Chinden every day).
- I'll state the obvious - I don't think there is a store that generates more traffic than Costco. They're
always busy from the time they open to the time they close. Not only will it generate significantly
more traffic on both Chinden and Ten Mile, but also on Lost Rapids. People use Lost Rapids as a cut
through on a regular basis between Ten Mile and Chinden. Adding Costco traffic on Chinden and
Ten Mile will likely prompt even more people to cut through the neighborhood. Keep in mind there is
now a city park in the neighborhood used by a lot of children.
- The most recent proposal I've seen includes widening Chinden from Linder to just past Tree Farm
and on Ten Mile from Chinden to McMillan. While this is much needed, it doesn't address the entire
issue. I would fully expect that a significant amount of the traffic for Costco to come from West Boise
and East Meridian. Traffic further to the West would likely hit the Nampa store. This means the
proposed widening of Chinden and Ten Mile won't fully address the issue. The worst location for
traffic on Chinden, from my experience driving it every day is from Eagle to Meridian/Linder. From
what I've heard, widening that stretch is not planned for years.
- In my opinion the infrastructure needs to be fully addressed before Costco should be allowed to go
in, though even then, I think it would be a bad decision. Fully addressing the infrastructure would
mean widening Chinden from Eagle all the way out to Highway 16.
- When we purchased our house in Bainbridge, we researched the zoning and the decision to build
the house h ere was partially influenced by the fact that, to our understanding, that section of land was
zoned for maybe Maverick or a Walgreens. We'd have no problem with that. I know it happens all of
the time, but changing the zoning when many homeowners had that as a factor when making the
purchase decision doesn't seem right.
- In am also against re-zoning for apartments. Costco traffic will be bad enough, but then adding in
apartments and townhomes would be that much worse.
- To make matters worse, if he Winco project at Linder is approved, traffic will multiply any more.

- It seems there would be better locations for a Costco. Putting a Costco in a location surrounded by
residential doesn't seem to be the best choice for the reasons listed above. Please don't allow this to
go through.
