Russ and Alice Stanley 02-201 Christopher Johnson From:Russ Stanley <russ@lebois.com> Sent:Tuesday, February 20, 2018 3:18 PM To:City Clerk; C.Jay Coles Cc:'AMS'; Russ Stanley Subject:Project H-2018-004 Lost Rapids/Costco We will not be able to attend the Public Hearing on 3/1/18 for the purpose of reviewing this project but wish for our voices to be heard, hence this email. We purchased a new home in the Bainbridge subdivision a year ago last October and prior to purchase were told that the Southwest corner of Chinden and Ten Mile was going to be a small commercial project of about 10 acres. We understand private property ownership rights and the fact that the owner of a property can petition the city and/or county for annexation and rezoning of said land, but the plans we see for this aggregate area of about 78.33 acres is a far cry from 10 acres and is simply beyond reason in a residential area like this. We are not against a Costco store per se, but are strongly opposed to any annexation and rezoning that will open the door for an aggressive development such as this which will have a monumental negative impact on the qualit y of life in a residential area such as what is proposed. We attended 2 informational meetings over the past few months to hear what was planned and found information about the traffic study that was done. It is our understanding that the proposed Costco s tore will approximately double the traffic on Chinden Boulevard (Hwy 20-26) in the area and also likely double the traffic on Ten mile road at Lost Rapids. Lost Rapids is already being used by drivers heading south from Spurwing Greens and others heading East on Chinden in order to avoid the traffic light at Chinden and Ten Mile, and this Lost River volume of traffic will likely increase exponentially by between 3,000 and 5,000 vehicles daily according to the study. The proposed improvements to Chinden boulevard and Ten Mile Road will undoubtedly improve the traffic around the commercial development somewhat, but only partly mitigate the added congestion and traffic that the Costco will generate. The fact is that Chinden is already clogged with traffic for several hours a day already. These traffic estimates may not include the increase in traffic that will be generated from the requested zoning change of residential land owned by Brighton Corp that was R-8 now proposed to be R15 and R-40. Brighton told those attending the informational meetings that although they were requesting this higher density, they would not develop the full number of living units allowed with that zoning, that it was more for ascetics and setbacks allowable under the zoning requested than density plans by Brighton but of course, this remains to be seen. The city of Meridian recently completed the new Keith Bird city park on the south side of Lost Rapids which will undoubtedly be used by many in the City along with neighbors that live in Bainbridge. The increase in traffic on Lost Rapids gives rise to the likelihood of vehicular accidents involving our children and grandchildren who will be using the park and walking or riding bicycles along Lost Rapids in order to access the park. In closing, this requested annexation and rezoning may be the “highest and best land use” for the owners and developers of it, but it is clearly not in keeping with this residential neighborhood and many Bainbridge homeowners. As Bainbridge homeowners, we feel betrayed and mislead. We appreciate you contacting us to let us know your concerns for the proposed development in your area. We have not received an application from Costco yet, though the City does expect to receive one soon. With an expected pending application they do not feel it is appropriate for the Mayor or City Council to respond at this time as they are only able to make comments during the public hearing. Once an application is made your comments will be forwarded to our Clerk’s Office to be included in the public hearing packet the Mayor and Council Members receive for the public hearing. I have also copied Bill Parsons, our planning supervisor, to help answer any questions you may have regarding the proposed development. Thank you for your comments and being part of the public process. Sincerely, Morgan Andrus | Administrative Assistant City of Meridian | Mayor’s Office 33 E. Here's what they had to say: Request for Mayor and Council Name Russ and Alice Stanley _replyto ams@lebois.com Street Address 5856 N Bolsena Ave City Meridian State Id Zip Code 83646 Subject Costco Message We attended the information meeting regarding the proposed building site for Costco. We are residents of Bain Bridge which is the subdivision that would be impacted the most by adding this Costco into our residential community. When we purchased our home w e were told nothing about the land North of us between Ten Mile and Chinden to be developed in the near future into commercial property. They told us last night that if approved they would start construction of the big box store with in 6 months and plan t o open in the fall of 2018. As a tax paying resident in good standing of Bain Bridge (Meridian) the additional traffic generated by such an addition to our RESIDENTIAL COMMUNITY, with no plans to widen and improve Chinden and Ten Mile we are asking you to Please not approve these plans. Ten Mile and I84 would be a much better location for Costco that is already a commercial area and zoned appropriately. Please hear our voices and do NOT approve these permits and the construction of Costco at Chinden and Ten Mile. Thank you for giving ear to our concerns.
