PZ - ITD January 25, 2018 C.Jay Coles Meridian City Clerk’s Office 33 East Idaho Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2017-0165 HICKORY APARTMENTS The Idaho Transportation Department (ITD) has reviewed the request for rezone and conditional use permit for a multi- family development consisting of 40 dwelling units, located at 1789 N. Hickory Way, Meridian, Idaho, west of SH-55 milepost 38.00 ITD has the following comments: 1. This property does not abut the State Highway system. 2. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State Highway. 3. IDAPA 39.03.60 governs advertising along the State Highway system. The applicant may contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at 334-8832 for more information. 4. The City is reminded that the SH-55 (Eagle Road) corridor is already congested. This project will increase the number of vehicle trips in the corridor. While this individual development is not large, the accumulation of developments accessing the State Highway system at the SH-55 (North Eagle Road)/Fairview Avenue intersection is creating additional congestion. As the City continues to add additional trips to this corridor through development, the congestion will worsen until the roadway system ultimately is overloaded and fails. 5. ITD does not object to the rezone and development of a multi-family development consisting of 40 dwelling units on this parcel.
