We have seen substantial growth and development around us during this time. We built our home in Paramount with prior understanding that we would be close to schools and amenities. For the most part, we have enjoyed living in this location! However, we currently have issues with traffic in our neighborhood as cars cut through from main roads (Chinden, Linder, Meridian). Speeding through the subdivision has increased, especially on these cut through streets. In addition, residential streets especially close to the Rocky Mountain High School funnel a significant amount of traffic. The current Linder Village Development plan shows Arliss Ave connecting to the proposed commercial property with access to Linder Road. This is very concerning to me as a resident who lives on Arliss. As we sit today, we are just shy of meeting crite ria for speed bumps on this road to assist with traffic calming. I have discussed this thoroughly with ACHD. With inevitable increased cut through traffic from the High School to this commercial development and access to Linder Road, safety on Arliss will be compromised for residents and all foot traffic along this road. I urge you to look at this very carefully and only approve a development plan which limits driving access from the subdivision into the commercial property. Please do not extended Arliss Ave into the commercial development. Please only extend Arliss Ave into the proposed residential development. I am not opposed to walking or bike paths that connect residential and commercial properties. I would like to see a plan that resembles the connection between the Foxtail Subdivision and the Fred Meyer commercial property on Chinden and Linder. Please do not approve vehicle connectivity between residential streets and the commercial properties and parking lots. I also want to draw attention to and support Paramount’s neighborhood plea to limit Winco’s operating hours. Specifically, I would like to see no deliveries between 11pm – 6am. I also agree that better buffering is essential for Winco and all businesses that neighbor residential property. Realistically, there will be noise from people, private vehicles, and commercial trucks in the new Linder Village Development during open hours. However, please only approve development that protects the peace of our neighborhood during late night hours between 11 pm and 6 am and eliminates noise and other disturbances during those late hours through appropriate lighting, security cameras, no parking signs, and security patrols. We have attended two neighborhood meetings, waited patiently through two continuances, and prepared for and participated in a 3+ hour Planning & Zoning Commission hearing. We have also tried to provide input and feedback to the developer regarding Linder Village. However, it was not until the P&Z Commission recommended denial of the application that any meaningful dialogue was initiated and changes to the plan were made. We are encouraged that the developer appears finally to be open to genuine engagement with the community and to make meaningful changes. This is the level of cooperation we have been looking for all along. However, we need sufficient time to consider the changes. Most residents had no opportunity to see the new plan until November 16, exactly one week before the scheduled City Council hearing, and even then we were told of more changes to be made. Given the extensive amount of late changes to the plan and the level of interest from the community, we respectfully request that you remand the application back to the P&Z Commission, after providing your input and direction to the applicant. The P&Z Commission is the appropriate forum for an application to be examined carefully and issues to be identified for remediation. Since this is virtually a new site plan, it should be returned to that forum and treated as such. Furthermore, we request you defer the annexation and zoning of these 80 acres until the applicants present a acceptable proposal to the Planning and Zoning Commission. Ideally, we would like the developer to hold another neighborhood meeting with the new plans following the city council meeting. This would be a real meeting with two- way interaction, not simply a presentation. We welcome the new businesses that will bring much-needed services and amenities to this area of Meridian and we would like to see it developed as soon as is realistically possible. But we advocate for smart growth over fast growth, working in partnership with developers and the city to make Linder Village an extraordinary showpiece for Meridian, its residents, and surrounding communities.
