I am surprised that the form emails are being sent to you personally (and I assume the other council members) and not going to the public record… I would think they would be better served by a petition that would be entered into the public record rather than inundating you. I am sure you are getting the point though… there is a significant pent up demand for a good commercial project in this area. I think everyone would support that. The relative word in question though is “good”. We have defined what that means in our comprehensive plan. Joe, Thanks for your e-mail. I generally read every word of every constituent e-mail that comes my way, with the exception of the 316 form e-mails I’ve received in favor of the project. I’ve read every name, but I don’t re- read the same e-mail as they are literally identical. I’ve paid very little attention to the project details themselves as they have a tendency to change often before making their way before the full council, especially before planning and zoning hears a project. Your note is the first I’ve heard the developer is no longer seeking to amend the comp plan. I look forward to having a somewhat final plan before me to assess and hear testimony on. On approximately September 20, 2017, after a town hall meeting, one of my neighbors talked with you concerning development on the corner of Linder and Chinden. You specifically stated that over the last few days you had received over 150 letters in support of the Linder Village project and that you had never seen that kind of 2 support for a project before. Now here is part of my confusion. On that date there were only 77 letters submitted on public record for the project in question. Only 6 of which were in favor. So that would mean that you must have received at least 144 letters in favor through private email or post. Right??? Since I am sure you would like me to take you at your word; that would mean that I too can write you directly and you will read what I have to say just as you did for those constituents. You asked if there was ever a time or circumstance where the city comp. plan should be changed. The answer to that is an obvious yes, but with a caveat. The developer must (yes the impetus is on the developer) must show that the positives for changing the plan outweigh the negatives. There are pros and cons to every decision we make in life. Both sides have to be weighed. This is no different. There are a lot of positives with this project. You are going to find the vast majority of people are in support of the positive attributes a project like this brings; less travel time to shopping, helping to lower traffic congestion with fewer vehicle miles on the roads, and of course the tax dollars. Wonderful things that we all support. You will find a lot of support for a commercial project on THIS site, at THIS location, including myself. We need a commercial project here, we want a commercial project here. Does that mean I would support changing the comp. plan in this case? NO; the negatives far outweigh the positives. Does that mean we cannot have a commercial project here? NO; we still want a commercial project here. Now the developer is no longer asking to change the comp plan…. We feel that is a good first step… I have a long list of reasons the comp plan should not have been changed in this location. I would be glad to share those with you should you ever be interested. It is not a simple issue. There are many of us that still have issues with the new plan for this location. I would ask you to read my review of the plan as now revised. I have submitted it for the public record. Just so you know, I am not your average citizen that just doesn’t like a project next to them. I spent the 90’s working for a civil engineering/development firm here in the valley. I spent the next 15 years teaching land planning at the post-secondary level. I was on the Meridian Planning and Zoning commission for 7 years. (Yes a term is 6). I finished the last year of Steve Siddoway’s term. I spent several years on the Traffic Task Force until it became a commission. I believe I have some expertise in this area and a familiarity with Meridian and our comprehensive plan in particular. The comp plan we have in place is a very good plan. As a city we have spent thousands of man- hours over decades refining this plan. Any change to the plan should be scrutinized very carefully. The plan has been written to make the developers more successful and their neighbors more satisfied . Not everybody understands good land planning theory. That includes some developers.
