Chrysanthe Eastman 1-101 Charlene Way From:chrys eastman <chrysanthe74@hotmail.com> Sent:Tuesday, January 09, 2018 8:25 PM To:City Clerk Cc:Anne Little Roberts; Genesis Milam; Joe Borton; Treg Bernt; Luke Cavener; Ty Palmer; mayortammy Subject:Linder Village Meridian City Council Members, I have been a resident in the Paramount development in North West Meridian almost eleven years and my house is directly adjacent to the proposed Linder Village. I have been actively involved since the proposal of Linder Village and have voiced my concerns at the city level and with the developer with a hope that this development could be a positive addition to our wonderful family oriented neighborhood. When we were deciding on which home to purchase we took the time to look at the City of Meridian comprehensive plan and future land use map and made calls to the city to confirm. We believed that the City of Meridian would strive to enhance and protect the quality of life for its residents. We have always know this area would be developed but we trusted in the Meridian City Comprehensive Plan for this area to be Mixed Use Community. I would like to focus on two major concerns with this proposed development, protecting our neighborhood streets and reducing Winco operating hours and nighttime deliveries. I have raised safety concerns with the increased Traffic on Linder and Meridian Road especially since there are three schools in such close proximity. Traffic flow on Chinden is already a major concern and I am not if favor of adding an additional light which the developer is asking for. Although these issues still remain a significant concern of mine, my highest priority is to protect our neighborhood streets such as Arliss, Bergman and Fox Run because many children in our neighborhood walk and ride their bikes to school and play outside. With the recent updated proposal our neighborhood streets become connected to the proposed development and a quiet street like Arliss can soon become a real safety concern with the high volume of high school drivers who will use this street to get to the shopping centers and fast food in the development along with other drivers who will cut through our neighborhood streets to avoid traffic. Please protect our neighborhood streets . Although a large superstore such as WinCo or any superstore, is not within the guidelines designated for this area in Mixed Use Community, we have tried to work with the developer to minimize the impact such a large regional store will have on our neignborhood and especially the homes and families in close proximity to the proposed store site. We have tried to work on a compromise such as Winco agreeing to move the store north away from residences, to the corner of Chinden and Linder if they wanted to operate 24/7 or keep the store located as proposed but reduce hours of operation like other stores in the area such as Fred Meyer, Walmart, and Walgreens. Winco officials have refused any compromise. Not what I would consider a good neighbor wanting to build next to a wonderful family oriented residential neighborhood. We have also asked for Winco to limit nighttime delivery hours something that Costco who is also proposing a store near a residential neighborhood close by is said to be willing to do. The impact of living next to a large regional superstore such as Winco operating 24/7 would permanently impact our quality of life in our neighborhood. The noise of all the delivery trucks, workers, shoppers, and lights are a cause for great concern. Please help us reach a favorable compromise with reducing Winco's operating hours and nighttime deliveries or moving Winco to an area that would not impact residential homes and families. Sincerely, Chrysanthe Eastman 1192 West Bacall Street
