HICKORY APARTMENTS LLC
REZONE AND CONDITIONAL USE PERMIT
APPLICATIONS
Narrative
On behalf of Midway Investments LLC, we hereby apply for a rezone of 2.11 acres from L -O to
R-40 with a conditional use permit for two 8-plex multi -family buildings and one 24 -unit apartment
building for the Hickory Apartments LLC Project.
This new multi -family development on 1.97 acres, located at 1789 Hickory Way, is a portion of a
commercial parcel (Lot 4, Block 1) of the Mallane Subdivision. Adjoining uses include an
undeveloped parcel on the west zoned RUT in Ada County; a commercial retail building and
Louie's Italian Restaurant to the south; an office building for Fairview Mortgage and Meridian
Trophy lying east of the parcel; and three single-family lots zoned R-8 in the Dove Meadows
Subdivision located northwest of the subject property.
Central sewer is available from an existing stub into the subject site from Hickory Way, and central
water is available from an existing 8 -inch water main within the drive aisles of the commercial
development. The Meridian Public Works Department has indicated that adequate capacity and fire
flow is available to provide adequate service to the proposed development.
The design for the subject site reflects transition from the lower density residential with the open
space and project amenities along with smaller, two-story buildings located adjacent to the single-
family homes. The larger, three-story building is proposed along the south side of the parcel
adjacent to the Louie's parking lot and the area zoned C -G. The parking areas are internalized, with
utilization of the existing approach to Hickory Way and linkage to the existing cross -access drives
within the commercial development. The development will consist of 40 dwelling units with a
gross density of 20.3 dwelling units per acre.
The three-story building will have a total of 24 units. There will be 12 one -bedroom units that
consist of 703 square feet of living area, 22 square feet of enclosed exterior storage and an 80 -
square -foot deck or patio. There are 12 two-bedroom units consisting of 954 square feet of living
space, 25 square feet of enclosed storage space and an 80 -square -foot patio or deck. The total
square footage of the three-story building will be 25,560 square feet.
The two-story buildings will have 8 dwelling units within each structure. There will be four one -
bedroom units within each building consisting of 954 square feet of living area, 22 square feet of
enclosed exterior storage space, and an 80 square -foot patio or deck. Each building will have four
two-bedroom units with 954 square feet of living space, 25 square feet of enclosed storage space
and an 80 -square -foot patio or deck. The combined square footage of both two-story buildings will
be 8,710 square feet.

One of the units will house an on-site property manager's office for the entire development.
Landscaping and the amenities will be maintained by a private, off-site landscaping company.
Amenities provided include open space with yard art, a plaza sitting area and play equipment. A
centrally located building directory and mailbox cluster will be provided in compliance with the
specific standards for multi -family developments.
An existing masonry wall was constructed along the common boundary of Dove Meadows for the
existing commercial development. It is the developer's intent to retain the wall and incorporate it
into the landscape design by adding step-down wall transitions on each end of the wall. The wall is
located approximately 7 feet south of the Dove Meadows boundary. The developer will install
trees, a drip line and permabarlc on the north side of the wall for additional buffering between the
Dove Meadows development and the proposed project.
Building facades are modulated to create visual interest and shadow lines on all sides of the
building. Lower floor elements (patio, bike storage, utility closets) project from the vertical facade
to help create articulation and provide covered entries and patios.
Parking for this site will be screened by landscaping along Hickory Way and by the placement of
the buildings. The drive aisles are 25 to 26 feet in width to provide vehicular circulation throughout
the development and meet the requirements of the International Fire Code. The parking
requirements of Unified Development Code are satisfied with the current site plan.
The parking table is as follows:

Access to the site will be via Hickory Way, a collector roadway, and the established internal
driveways of the surrounding development. The internal drives and parking area will be owned and
maintained by the developer with appropriate cross -access and utility easements provided with the
Mallane Subdivision. As designed, the site has excellent internal circulation and access to the
public road system with pedestrian interconnection to the existing development. The project is

projected to generate approximately 235 vehicle trips per day. The current major arterial, Fairview
Avenue, and the collector, Hickory Way, have adequate capacity to accommodate the trips
generated by this development.
The proposed development will complement the area by providing another land use component.
The current land uses consist of a mixture including restaurants, office, single-family dwellings, a
church and townhomes. Locating a multi -family project into an area which offers a considerable
amount of services will reduce the number of trips on the transportation network and provide a
needed housing option.
A neighborhood meeting was held, with two individuals in attendance. The two indicated they were
not opposed to the project. They appreciated the consideration in the site design by locating the
smaller two-story structures and open space and amenities next to the Dove Meadows development.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-5A-5.
