The Idaho Transportation Department (ITD) has reviewed the application for annexation and zoning of 15.13 acres into
the City of Meridian, The site is located at 745 W. Ustick Road and is west of SH-55 (North Eagle Road) milepost
38.90. ITD has the following comments:
1. This property does not abut the State Highway system.
2. ITD did not receive trip generation information with this application. ITD reserves the right to make
further comments upon review of any additionally submitted documents.
3. This development will gain access to the State Highway system at the SH-55 (North Eagle Road) / East
Ustick Road and US-20 (Chinden Road)/North Meridian Road intersections. Due to the size of the
development and its proximity to SH-55 (North Eagle Road), impacts to the State Highway system should
be anticipated. A Traffic Impact Study is requested. The applicant will be responsible to construct any
mitigation identified by the traffic impact study.
4. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State Highway.
5. IDAPA 39.03.60 governs advertising along the State Highway system. The applicant may contact Justin
Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at 334-8832 for more information.
6. The City is reminded that the SH-55 and US-20 corridors are already congested. This project will increase
the number of vehicle trips in the corridor. ITD has no current funding assigned to mitigate traffic
congestion in the SH-55 and US-20 corridors in this area.
7. ITD does not object to the annexation and zoning of the parcel as described.
