Once again I find myself sending a note, my thoughts, a summary of what I and
several others see going on in our great city. For me and my wife, we first settled
here around 1968, I graduated from Boise State University with both my
undergraduate and graduate degrees. Our children were born here along with some of
our grandchildren and now great-grandchildren. My wife and I are retired phone
company people, me a retired engineer, and the Mrs. a retired network specialist and
corporate trainer. When it c ame time to pick a final home I asked my wife, “where do
you want to retire?” I held up three fingers, I offered up the choices, Hawaii
(Honolulu), where we met in high school; Port Townsend, Washington, a beautiful
Pacific Northwest location we once lived, and the Treasure Valley. She left one

finger standing and here we are, back in Meridian. Of course the Meridian we knew
back in the 1960’s is a far cry from the metropolis it is becoming today.
As we watch the saga of Linder Village unfold I am both hopeful and cautious. I
have seen the outcome of callous and ill-thought growth. It is often found to have
been a mistake not too long after it is built. I am hopeful that at this juncture that the
city council will look closely and carefully what the planning and zoning people have
turned back to them. I have been to the meetings, listened to the developers, looked at
the plans, drawings, vision and not felt, even once that this project has a heart. In my
opinion it someplace on the outskirts of town. I chatted with the developer as he
waved his hand over the map and said, “we’ll only have an effect on this part of the
Paramount development.” It was a blatant dismissal of the reality of a big box
store. I can’t really say anything that hasn’t been covered in one form or another,
offer any pertinent brave new world ideas, that will drastically change the fact that
something big is coming. What I can say is the developer, with the extra time given
them has wasted everyone’s time. Costco pulled out, I get that, the developer did little
more that erase that portion of the proposal. There is much to be answered, we don’t
want this place to be somewhere everyone stays away from due to ill-conceived ideas
and plans, traffic and so on. What we’re all looking for is a place to enjoy, like to
visit, environmentally conscious, and is user friendly and well-thought out. In that
thought it is all back to you. I would prefer for the city council to hold up to the
denial, push it back and let them come back when they mature their thoughts for what
has been covered so many times.

Message: By this time there has been enough time for the developers to have listened and complied with the
requests from those they should have been listening to. Once evewrthing was remanded to them with the caveat
to come up with something more than an extended parking lot, they fail the request. All that was pencileded out
was the departure of Costco. Now we find ourselves in the situation of facing the same issues once again. There
has been so far, it is all a recent endeavor, in restonse to the fact th ey have not been getting to thier targeted goal
with much success. This is still all ouf our community we're talking about. We have covered in great deal what
we thought would work for all. Now we hear veiled threats like "the Winco folks may just walk." If so, let it be.
Given the choices for this blank canvas parcel of land we have so far failed the quality considerations we should
bestow on it. Like the rest of us, you are all neighbors of the community we are collectively trying to build for
generations to come. Let's keep an eye on stat effort. Thanks again for your consideration.

The “new plan” previewed by the developer is an improvement on one hand and a massive
disappointment on the other. The developer also “hinted” that WinCo may “pull out” if certain
criteria is not met. We say, let them go, it’s not worth the effort that continues to rise from
missing plans, scarce updates and changes requested by planning and zoning, and the frustration
and angst this whole process is bringing to the area. There appears to be an underli ne sameness
to the plans even though there have been some mild physical changes. The goal seems to be to
get as much in as possible with little regard to the residents and even less to the
environment. Come now, can we all pass this area, once built and say we did our best work. So
far, a large parking lot with larger stores.
Please deny the application, send them back to think this through at a more effective level. The
developer did ask for and have a meeting, I wonder if it was all for show and to impress the city
council along with planning and zoning. The meeting did happen, however, the message seems to
have been ignored. Effort in time does not equate to accomplishment as the developer sees only
a myopic vision of what will get the deal closed. Your guidance and effective management will be
greatly appreciated and expected to keep this a vibrant area people want to visit. This is
becoming a bigger traffic nightmare than we even envisioned with some serious doubts around
the Bergman Ave tie in along with the service road that will clog with students getting in and
out, and their moving quickly through residential areas to go off campus at lunchtimes. There is
so much more to do, and I earnestly believe this is not the developer to do it.

Dear Meridian City Officials:
I respectfully urge you to deny the Linder Village Application (File # H-2017-0088)
and defer the annexation and zoning of these 80 acres until the applicants present a
acceptable proposal to the Planning and Zoning Commission.
On Oct 19th, the Planning & Zoning Commission unanimously voted to recommend
denial of the application. This was a much stronger statement than the conclusions
of the P&Z staff, which had recommended approval, but only after numerous and
substantial changes were made to the site plan. The commission's decision was
based on the P&Z staff report, residents' concerns, and applicants' testimony. The
commission did not believe that the developer would be able to adequately address
the site plan’s deficiencies in such a short time frame, especially after several
months had passed with only token modifications.
Following this decision, the developer did finally meet with residents and made
some additional changes, out of recognition that a city council denial was otherwise
likely. While some of these resulting changes are appealing to residents and
represent positive steps, they unfortunately are relatively minor tweaks that fall far
short of what is required. Most significantly, the changes do not address the major
departures from the MU-C model and vision, including:
• The large footprint of stores (three buildings over 25,000sf, in excess of the
MU-C designation);
• The location of larger stores in close proximity to residential areas (not
seamlessly integrated into the community);
• The operating hours of stores (24/7 operation which is outside C-C
parameters) and unrestricted nighttime deliveries to loading docks;
• The variance for the light on Bergman, which only benefits the businesses
on this corner, but slows traffic and increases congestion on Chinden for the
commuters who use it as a vital east-west corridor every day;
• The copious amount of parking spaces demanded by these larger
businesses, and the distances between even the smaller buildings, makes
almost the entire project unfriendly to pedestrians and virtually unnavigable
by those with disabilities.

We believe the developer should take whatever time is necessary to reimagine and
redesign this corner. Any anchors who want to occupy space in one of the Treasure
Valley’s most desirable locations will need to decide whether they are willing to
follow city guidelines and be flexible in their business models as to size, location,
orientation, and operating hours. Only in this way can these businesses truly be
good neighbors to nearby residents and customers, while fulfilling the vision
mandated by the City of Meridian for seamless integration with the community.
In conclusion, we are disappointed that this developer failed to present a plan that
we residents and taxpayers could be excited about and support. North Meridian is
growing quickly and we are eager for the convenience and variety that new
businesses would bring to this area of town, along with needed revenue and jobs.
But we advocate for smart growth over fast growth. Once this corner has been
developed, it will be there for most of our lives. With a little more time, imagination,
adherence to the city plan, and good-faith cooperation with its neighbors, we believe
Linder Village can become a special place and source of pride for the entire city.
To achieve this vision, please deny this application and defer annexation and zoning
until the Planning and Zoning commission has reviewed and approved a new
proposal.
