Thank you, Sally Reynolds Dear Meridian City Officials: I urge you to deny the Linder Village Application (File # H-2017-0088). This developer’s website asserts this corner will be an “exciting new atmosphere for shopping and dining,” when in reality the applicant’s proposed site plan more closely resembles the commercial strip malls along Eagle Rd. This current design, with its lack of pedestrian walkways and gathering places, does nothing to promote a sense of community. In fact, the entire site plan faces away from the neighborhoods it claims to serve. The Meridian Comprehensive Plan recommends that grocery stores and other amenities serve nearby residential communities. However, it also regulates HOW those Mixed-Use Community areas should be developed. Included in the proposed plan are several large footprint businesses whose primary objective is to serve an area far larger than the 1-4 mile recommended radius. The Linder Village proposal also violates the city’s guidelines in the following ways: • Building sizes in excess of square-footage footprint limitations. • Intention of WinCo to operate 24 hours a day, despite existing restrictions on business hours of operation. • Nonconforming landscaping and buffer design. • Failure to limit the visual impact of large parking areas. 2 • Non-residential buildings out of proportion to adjacent residential buildings. • Insufficient mix of land use types. • Inadequate percentage of the area devoted to public space. • Absence of public community-serving facilities. • Lack of interconnected networks to promote pedestrian and vehicular mobility within the development and to adjacent commercial and residential developments. • Proposed signalized intersection on Chinden violates current Compass Plan standards and would further impede traffic flow along this vital corridor. • Areas marked “Future Development” give no indication how the Village will be integrated with the residential neighbors. We welcome the additional services, jobs, and tax revenue a development on this corner would provide. However, we advocate for a plan that adheres to ALL of the Meridian City Comprehensive plan requirements. With a little more imagination, careful planning, and good-faith responsiveness to community input, Linder Village could be a treasured commercial and residential asset - a source of pride for the City of Meridian and its residents. Linder Village Hearing.pptx Linder Village Hearing Presentation Oct.pdf Dear Meridian City Council: Over the last four months, hundreds of residents voiced concerns over the Linder Village application as submitted to the city. In October, the P&Z Commission heard the application, the P&Z staff report, and the resident concerns. They voted unanimously to recommend denial. Attached you will find the presentation I gave that evening, along with the notes. About ten days ago, the developer, Dave McKinney reached out to me (since I have been the point person for many residents) to start a dialogue with the residents. We welcome this change and look forward to working with the developer to create something Meridian can be proud of. This is the kind of cooperation we have been asking for over the last ten years. GIven the substantial changes being made to the Linder Village site plan, we respectfully request that you remand the application back to the P&Z commission level for further review and for a new hearing. A group of 12 residents are meeting with the developer this evening, but the entire neighborhood and all interested parties will not have time to review it before the city council hearing. We do not want to drag this out for another year by asking for the city council to deny this application, so we would like it to go back to P&Z, so everyone can review it further and work together. Thank you, Sally Reynolds Recipient:Meridian City Planning and Zoning Commission, Meridian City Council, Mayor Tammy de Weerd Letter:Greetings, We Oppose Amendment H-2017-0088 PETITION: Regarding the Proposed Development known as “Linder Village” We, the undersigned respectfully, but strongly urge our elected and appointed officials of the City of Meridian, the Mayor, City Council, and Planning and Zoning Commission, to DENY proposed Amendment H-2017-0088 to change the future land use map designations, the Meridian City Comprehensive Plan, and all of its dependent associated requests for the properties at the south east corner of North Linder Road and West Chinden Blvd. We believe the proposed changes are NOT in the best interest of the City of Meridian and would adversely affect the quality of life of its citizens and those of neighboring communities for the following reasons: Increased congestion in North Meridian Traffic along Chinden and Linder has already grown substantially dueto population growth, which shows no signs of slowing down. The creation of a supercenter such as the proposed Linder Village would by definition draw hundreds of additional vehicles from surrounding towns, increasing traffic congestion exponentially. Even if and when Chinden is widened, the extra lanes will barely keep up with the organic population growth without such a supercenter. Another Eagle Road? Chinden was designated by Compass (a regional planning consortium) as an “expressway,” a major artery intended to move traffic quickly without getting clogged by cars and trucks turning into and out of developments and shopping areas. This is controlled by limiting the number of access points to these areas and by restricting the number of traffic signals to no more than one per half-mile. The developers propose adding a new traffic light at Bergman and Chinden, violating the half-mile standard and setting a precedent that will make Chinden worse, not better. Direct impact on Paramount homeowners Noise. The changes would allow a WinCo store, or any superstore, to be open 24 hours a day. That means delivery trucks, workers, shoppers, lights, and traffic noise around the clock. Internal traffic. Traffic could enter Linder Village from 4 Paramount streets: Arliss, Bergman, Booth, and Fox Run. Those streets would feed into the proposed new residences, then continue into the Linder Village parking area. Shoppers wanting to avoid traffic congestion on Chinden and Linder could cut through Paramount via Cayuse Creek to the west, Director from the east, or any of several streets in the southern part of Paramount. People living in the new apartments near McMillan &amp; Meridian could drive all the way to Linder Village through Paramount streets. Safety. Paramount residents who live near Director will already face increased traffic from the new Cadence townhomes being built eastof Veranda. Anyone using the new pool on the corner of Director and Fox Run will have to cross streets even more jammed due to shopping traffic cutting through. Overcrowding. The developer’s proposal would eliminate current Plan requirements for pedestrian walkways, adequate buffer zones and setbacks from homes. Property values. While some potential home buyers might like the convenience of having big-box stores so close by, we believe the negatives would greatly outweigh the positives for most families. This will put downward pressure on home values in Paramount, especially those nearest the shopping center. Some Paramount homeowners will simply decide to live elsewhere, contributing to an oversupply of homes for sale. Threat to the integrity of the City planning process Comprehensive Plan and Future Land Use Map. The City of Meridian states explicitly that a goal of the Comprehensive Plan is to “sustain, enhance, promote and protect elements that contribute to the livability and a high quality of life” for Meridian residents. We believe the current plan is a good one that supports this goal and many of us made our home buying decisions based on it. What value is such a plan if it can be altered as drastically as the developers are asking? The future of North Meridian. Far from being opposed to commercial development, we welcome it. Most of us would love to see a greater variety of small-scale stores, restaurants, services, and family-owned businesses in a pleasant, attractive setting that we could walk or bike to. But if the City approves this application as submitted, the message will be loud and clear to future developers that years of city planning can be brushed aside without concern for the “high quality of life” we have been promised. I will present a overview of our neighborhood, our stance on the Linder Village proposal – along with our concerns, and reasons this application should be denied. 1 Satellite View of Paramount Paramount is a wonderful place to live. Over 1,000 households reside in this carefully master-planned community with schools, churches and businesses nearby. Business on the outskirts of the are enjoyed and frequently patronized by Paramount residents. My family’s dentist, eye doctor, and salon are in the business park next to RMHS. Our vet is next to Dutch Brothers, who has delicious frosts, if you aren’t into the Sonic half price slushies next door. My children bike to Walgreens to get a Redbox and we all enjoy the DQ that just opened. More similar business are currently being built and we welcome them to the neighborhood. When the Linder Village proposal was announced, many residents were excited for the possibility of what we believed could be a smaller, similar version of the Village at Meridian -a popular local destination with a wonderful mixture of retail shopping, restaurants, and office spaces. But when it was unveiled, we were dismayed to see it was nothing more than a couple of strips malls held together by massive asphalt parking lots. These concerns were communicated to the developer and the WinCo executives at the first informational meeting in August. However, they were unresponsive to any suggestions and it became clear that the meeting was merely meant to check off a box on the city application. 2 To make our voices heard, over 643 residents signed a petition asking the developer to redesign Linder Village to be community friendly. These residents came together with a common goal, through a grass roots effort that lacked the funding and manpower of a major regional retailer. As illustrated ~350 signees live in Paramount and the other 300 live in nearby neighborhoods. Conversely, only 20 Paramount residents support the current site plan, with the majority of other supporters spread across Meridian, Eagle, and even 6% from Star. This clearly demonstrates that the intended draw for this development exceeds the 1-4 mile radius recommended by the MU-C designation. 3 Quality of Life (You’ve heard from Joe Marshall who outlined all the ways the application violates the comprehensive plan.) You’ve read the staff report that outlines all the ways the application violates the comprehensive plan. Each violation negatively affects the quality of life for nearby residents. I would like to highlight three major concerns – noise, traffic, and safety. I know these are commonly mentioned at hearings like this, however, the violations in this proposal are so egregious that it warrants highlighting again here tonight. Noise: WinCo is a 24-hour business with 24-hour deliveries. Ms. Carroll has already detailed many of the sources of this noise and it will be addressed again by a different resident. The noise from this 24 hour operation can never be fully mitigated, but more than the token measures in the current site plan should be taken to reduce it as much as possible, as noted in the staff report. 4 Traffic: We understand that this body is not ACHD and does not have jurisdiction over final road design and approval. But, you are a recommending body and final approval of things like plats, pad locations, and pedestrian walkways will basically determine road design. The types of businesses allowed in this area will also determine how much traffic flows to the site. We recognize that the City Plan encourages connectivity in MU-C designations. We also recognize ACHD commonly requires connectivity to alleviate congestion on main roads. However, the Paramount neighborhood, with its unique mix of schools, churches, and public spaces was not designed with regional retailers in mind. The streets connecting to the stubs were never intended to handle the volume of traffic this proposed development would generate. As people from outlying areas seek shortcuts through the unfamiliar neighborhood, in addition to the hundreds of high school drivers who are already on these roads, the risk of accidents will increase greatly. Because the current site plan does not provide any detail into future connectivity, it’s impossible for recommendations to be made that would decrease this risk. 5 Safety: This area has a large number of very young children. Specifically, of the 550 children enrolled at Paramount Elementary, 525 are in the walking zone, meaning there is no busing option. This does not even account for the kids who attend Northstar, Challenager, Galieo or are homeschooled. Many of these children walk and ride bikes through the neighborhood to go places, such as: church events, sports, scouting functions, or simply to visit a friend’s house. And they should be able to continue to do this safely. Paramount was designed with walking and biking in mind. The pathways are frequented by residents of all ages and their pets. Paramount residents frequently visit the surrounding business on foot or bike. This site plan large parking lots, limited pedestrian walkways, and distant placement of the live/work area presents hazards to these citizens. 6 Reasons to Deny this Application The P&Z staff has done a wonderful job of outlining how this application supports or does not support Meridian City’s Plan and Vision. However, we are concerned the staff report recommends approving the proposal without any further review from this commission. If the developer has not taken the last three months to modify the site plan to conform to the city plan, what indication is there that they will be willing and able to make all the required changes in three weeks? The sheer number of complex changes, the incomplete site plan, and the failure of the developer to independently implement positive changes provide a solid foundation for denying this application. A denial sends the message that Meridian city will not tolerate poor planning that wastes the staff’s time and resources and strings the public along. Let’s look at each of these. 7 Violations Picture Slide First, the P&Z staff noted current site plan does not conform to the MU-C requirements in terms of: Road Usage - no collector roads Building Size (exceeds max size) Building layout (too much of a strip mall design) Building intensity (high intensity too close to residents) Building Elevation (does not blend with nearby structures) Common Area (not enough of it and poorly placed) Residential Area (insufficient acreage by 7 acres) Business operating hours outside C-C parameters If the developer makes all these changes, the new site plan will be drastically different. 8 Open to Interpretation Someone will then need to go item by item and decide if it meets the spirit of the P&Z recommendations. The members of city council are not P&Z commissioners – they are not equipped with the time, resources, or experience to thoroughly vet the next proposal. Handing the responsibility to the city council puts undue burden on them and jeopardizes the integrity of the staff’s recommendations. Without specific guidelines, recommended changes are open to interpretation. Therefore, it’s only logical that the people who recommended the changes review the proposal to ensure it meets these requirements. 9 Incomplete Site Plan City guidelines state that, “a conceptual site plan for the entire mixed-use area should be included in the application.” Without a complete picture of the entire site, the future impact to residents is unknown. 10 Positive Change Slide This hearing was originally scheduled for Aug 3rd. But, the city attorney discovered a technical error in the application, necessitating a continuance to Sept 7th. Shortly after Aug 3rd, Costco announced their intentions to locate at Ten Mile, but the developer did not take the month reprieve to update the site plan by removing Costco. By the end of August, the developer recognized considerable community pushback and waited until the last minute - literally one week before the Sept 7th hearing, so all public testimony would be disclosed, before asking for a continuance to today. The stated intent of this continuance was so the developer could respond to resident feedback. In reality, all they did was remove Costco and shuffle some commercial pads. In fact, they went backwards by then omitting the concept plan for the eastern portion of the site. I can’t imagine the developer never sought input from the P&Z staff regarding this site plan. If the developer ever intended to meet the spirit of the MU-C designation, it begs the question, why are there so many changes recommended in the staff report? 11 Conclusion Slide We acknowledge the desire and considerable pressure to get it developed. But what you decide today will forever determine the look/feel of that corner. We don’t want this to be a plan passed through with only the minimum requirements made. If so, it could look like Fairview and Eagle with businesses later abandoning it for a better location just ½ mile away. We welcome the additional services, jobs, and tax revenue a development on this corner would provide. And We advocate for a plan that adheres to ALL of the Meridian City Comprehensive plan requirements. With a little more imagination, careful planning, and good-faith responsiveness to community input, Linder Village could be a treasured commercial and residential destination - a distinctive gateway to the city and a source of pride for its residents. However, if the commission allows this application to proceed to the city council as is, it would undermine the effectiveness of this commission as an advisory body to the city council. It would also set a dangerous precedent for future development in Meridian. We respectfully request you deny this application. Thank for your consideration of our concerns. 12
