Dear Mayor and Planning Division,
I am writing in support of pending applications for both files H-2017-095 and H-2017-088. Both are set for hearing on October 19, 2017. I
have regularly and actively commented on, followed public developments, and attended meetings on these developments for the last ten
years. I have commented both for and against development projects affecting this immediate part of Meridian during those ten years as
well. In fact, about ten years ago, I wrote to oppose the development of the land now proposed for Linder Village (-088). Knowing the
history of the area and many of the affected owners personally, I am glad to see how both projects are addressing my neighbors' longstanding
and valid concerns.
Both projects propose buffer zones around existing houses. Application -088 proposes residential areas and a green strip along the ditch
running along the northern edge of Bacall. Likewise, application -095 proposes a green strip next to the four existing houses and lower, two
story buildings between them and any other buildings that should buffer any noise and reduce or minimize back yard views. While no
development will be as nice as empty fields, this approach duplicates the methods used to address concerns about building on land adjacent to
Paramount homes near the corner of McMillan and Meridian. In my opinion, the green strips and housing in both applications should be
conditions of development.
Both projects also have improved plans for internal nonarterial traffic flow. The new plan cuts off access from Linder across -088 so it does
not connect to Arliss. This is much better for the neighbors than the truck loading roads along the fence that were proposed in 2007 and the
proposals that would have connected to Arliss. Also, both projects could, and should, connect near Linder. This could potentially provide
interior vehicular and pedestrian access through Paramount office park, across commercial parking lots in -095, all the way to Linder Village,
without using Arliss or Linder Road.
Both proposals fit the area in light of expected expansion of Linder and its (soon to be widened) intersection with Chinden. While we
personally will lose property and trees to this expansion, we see that it will benefit traffic flow and safety. Both -088 and -095 can work
together to speed up this growth of the roads and allow for the safe flow of foot and vehicle traffic off of Linder and away from Arliss.
I know that both of these proposals require some changes: specifically, the approval of annexations and rezoning and new access
points. However, all of us that live in this area have seen the need and potential for these changes for many years. These proposals would
make the best use of the location and speed up and smooth out the proposed widening of Linder and expansion of the Linder-Chinden
intersection with a consistent plan.
Please approve the proposals so that they may proceed and this part of our neighborhood can finally mature and fill in.
